Councilmembers Present: George Atwell, Mervin Jackson, Leonard McDonald, David Schmidt, Kristen Umstattd, Robert Zoldos and Mayor Webb. Councilmembers Absent: PlanninQ Commissioners Present: Chairman Clifton Vaughan, Charlotte Cable, Lyle Werner and Bill Zawacki. AGENDA ITEMS 1. Agenda for Council Meeting of October 10, 2001 a. ZOAM-OI-04 - AmendinQ the ZoninQ Ordinance for the definition of dUDlex. administrative review in the H-l District. numbers and dimensions of off-street DarkinQ SDaces. aisle widths. increased buffer requirements and elimination of the 15 Dercent maximum buffer vard - Joint Public HearinQ with the PlanninQ Commission Brian Boucher outlined the above reference amendments to the Zoning Ordinance. The Planning Commission asked for clarification on handicapped accessible parking spaces and the 35-foot landscape buffer. Brian Boucher discussed vesting vs. grandfathering. He further commented that 5 current preliminary development plan applications would be affected by these amendments. b. NaminQ the Rt. 621 Park site Kaj Dentler commented that Evergreen Mill Park and Freedom Park were suggested during the September 24/25 Council meeting. Council further discussed their preferences for the suggested names. 2. Legislative Agenda for the 2002 General Assembly Phil Rodenberg reviewed the 2001 Legislative Agenda. Mr. Rodenberg gave an overview of the Virginia Municipal League's 2002 Preliminary Legislative Program. Council discussed preliminary agenda items for the 2002 General Assembly. Town Council W orksession Minutes for October 9 , 2001 Page 2 There was a discussion with reference seeking enabling legislation to restrict the number of occupants in residences. Town Attorney, Bill Donnelly added the Health Department does have authority in certain circumstances. Councilmember Zoldos agreed enforcement is the issue. Councilmember Atwell added he would not be in favor of amending the Town Charter to appoint the police chief without advice and consent of Town Council. It was decided to set a tentative date to meet with our local legislators. 3. Biosolids Management Program Randy Shoemaker outlined a plan to treat biosolids, which would in turn increase the capacity at the Wastewater Pollution Control Facility. He added the Town would be marketing a by-product as a result of this treatment. 4. Contract award for equipment lease purchase financing agreement Paul York outlined a recommendation to award the town's equipment lease purchase financing agreement to Sun Trust Bank. He added the FY 2002 budget included lease purchase financing of $539,500 in automotive and public works equipment items. S. Cost estimate for Bradfield Drive Street Lights (Country Club Subdivision> Calvin Grow outlined the cost estimate from Virginia Power to install streetlights on existing Bradfield Drive in the Country Club Subdivision. There was a discussion as to whether funds are available for installation of these lights. Mayor Webb questioned whether the Council had agreed to install these lights. Town Manager, Robert Noe, advised Council that he is not recommending this expenditure and suggested that it be considered in the FY 2003 budget. Councilmember Atwell asked staff to provide revenue projections for the Town in order to help in the decision as to whether to expend funds for these streetlights. Councilmember Zoldos asked staff to provide a construction schedule from Winchester Homes for the Bradfield Drive connection project. 6. Reclassification of vacant Engineer position to Senior Engineer Nagi Elsewaissi discussed the request to reclassify the currently vacant Engineer position to Senior Engineer. He stated the qualifications to handle the responsibilities of this position are more suited to a Senior Engineer level. Town Council Worksession Minutes for October 9,2001 Page 3 Bob Noe added that additional help in the capital projects area is necessary in light of the $12,000,000 planned in projects. This item will return to Council on October 23rd with an amendment to the staffing plan. 7. Preview meeting for Council meeting of October 22nd, 2001. a. Resolution for DarticiDation in the Loudoun County Stream MonitorinQ ProQram. There was no discussion on this preview item. b. Request from VirQinia Coalition for Safe Roads There was no discussion on this preview item. 8. City Watch Notification Councilmember Schmidt proposed mid-year budget consideration for the City Watch Notification System. Chief Joe Price explained the system and how notifications are made to the public. There was further discussion on this emergency response system and how it would be helpful in notification for evacuation. A discussion also ensued on the safety concerns for the citizens of the Town. Councilmember Schmidt asked that another bridge crossing for the Potomac River be added to the legislative agenda.
