HomeMy Public PortalAbout08-07-2018 ZBA Minutes Zoning Board of Appeals Record of Minutes Date: August 7, 2018 Location: Village Hall CALL TO ORDER, PLEDGE & ROLL CALL Chairman Kiefer called the Zoning Board of Appeals and Plan Commission meeting to order at 7:00 p.m. and led the Pledge. ROLL CALL: Commissioners Green, Heinen, Renzi, Seggebruch, and Chairman Kiefer were present. Commissioners Minnis and Womack were absent. Plainfield Fire Protection District, Plainfield Township Park District, Plainfield Public Library District and Plainfield Community Consolidated School District 202 were absent. OTHERS PRESENT: Jake Melrose, Economic Development Manager; Kendra Kuehlem, Associate Planner; Yuchen Ding, Associate Planner; and Tracey Erickson, Recording Secretary APPROVAL OF MINUTES The minutes of the Zoning Board of Appeals dated June 19, 2018 were approved. PUBLIC COMMENTS No Comment. DEVELOPMENT REPORT Mr. Melrose provided an update on the following cases: GP Transportation, US Route 30 Truck Parking Terminal, US Route 30 TIF District, and Northpointe. OLD BUSINESS NEW BUSINESS Case No. 1809-071818.VAR 15016 S. Center St. Terry D’Arcy This is a public hearing, the notice and mailings were posted and published in accordance with state statute and local ordinance. Ms. Kuehlem stated the applicant is seeking a variance to allow an encroachment of a porch into the front yard setback. The standard front yard setback for R-1 Low-Density Single-Family districts is 30 feet. The proposed front porch/front door entrance would encroach approximately five-feet, and the proposed pergola covered front porch would encroach approximately six-feet. Ms. Kuehlem reviewed the finding of facts in the staff report dated August 1, 2018. Ms. Kuehlem stated based on the foregoing analysis, prior to public hearing and discussion from the Zoning Board of Appeals, staff recommends approval. Chairman Kiefer swore in Mike Buhr, Architect for applicant. Chairman Kiefer asked for public comment and there was no response. Commissioner Heinen asked if there any properties on Center Street that currently have a variance. Ms. Kuehlem stated she does not believe there are any properties on Center Street with a variance. Commissioner Heinen asked staff in their opinion if having this house set closer to the street fit in with the character of the neighborhood. Ms. Kuehlem feels the house will still fit in with the character of the neighborhood. Commissioner Heinen asked staff if they knew what house on Center Street sits closest to Zoning Board of Appeals & Plan Commission Minutes August 7, 2018 Page 2 of 2 the street. Ms. Kuehlem indicated she did not have that information. Commissioner Heinen asked if all the other house within 100 feet of the subject property are at the 30-foot setback. Ms. Kuehlem confirmed. Commissioner Seggebruch asked if the subject property is in the Bartlett Historic District. Ms. Kuehlem stated it is not. Commissioner Seggebruch asked the approximate age of the home. Mr. Buhr indicated it is about 100 years old. Ms. Kuehlem could not confirm. Commissioner Seggebruch asked if there were other homes on the street that had side entrances. Ms. Kuehlem confirmed. Commissioner Seggebruch asked the applicant to explain how the proposed elevation fits into the neighborhood. Mr. Buhr stated they are trying to keep bungalow style. Commissioner Seggebruch asked what will be replaced on the exterior of the home. Mr. Buhr stated all new windows and hardy board siding. Commissioner Renzi asked how the residents park now. Mr. Buhr explained the driveway condition and how the residents use it. Mr. Buhr stated a new driveway would have to comply with the current code. Commissioner Renzi asked how the removal of the porch will allow for a driveway. Mr. Buhr stated removing the current side door/stair would give them the room for the driveway. Commissioner Renzi explained how the proposed changes to the structure/property can minimize precedent. Commissioner Seggebruch made a motion to adopt the findings of fact of staff as the findings of fact of the Zoning Board of Appeals and recommend approval of a variance to permit a front yard encroachment of up to six feet into the front yard setback, for the property located at 15016 S. Center Street. Seconded by Commissioner Green. Vote by roll call: Heinen, yes; Renzi, yes; Green, yes; Seggebruch, yes; Kiefer, yes. Motion carried 5-0. DISCUSSION No Discussion.
