HomeMy Public PortalAbout04/12/00 Board of Appeals CCM59 MEDINA BOARD OF REVIEW MEETING MINUTES OF APRIL 12, 2000 The City Council of Medina, Minnesota met as the Board of Review on April 12, 2000 at 7:20 p.m. in the City Hall Chambers. Mayor John Ferris presided. Members present: Ferris, Hamilton, and Smith. Members absent: Johnson and Zietlow. Also present: City Clerk -Treasurer, Paul Robinson, City Assessors Rolf Erickson and Mike Carroll and Hennepin County Assessor Chris Patton. 1. Sid Brennan, 1625 County Road 24, PID# 22-118-23-23-41-0001 Sid Brennan said he was concerned about the 2000 market value of his home $573,000. He said he has had a number of problems constructing his home and he has not yet corrected all of those problems. He presented information on recent home sales in Medina and compared his home to those. He said the most comparable were the ones between $574,000 and $490,000. He said, at the time of this assessment his home was not finished and still needed a great deal of work. In addition, the homes represented in the recent sales data were actually more desirable homes on in more locations. There was a long discussion about the many construction problems experienced by Mr. Brennan. John Ferris confirmed this. He said he went through the home last year with Loren Kohnen. At that time you could see numerous problems, walls were not square, trusses were undersized, etc. Rolf Erickson said the board could address this year's valuation tonight. Especially, if construction was not completed at the time it was valued. However, for 1999 he would have to file for an abatement with the County. He said that he would provide Mr. Brennan with the paperwork for that abatement. John Hamilton suggested reducing 2000's value to $450,000, splitting the difference of the 1999 value and the proposed 2000 value. Moved by John Hamilton, seconded by Carolyn Smith, to reduce the assessed value to $450,000. Motion Passed Unanimously. 2. Lenny Leuer, 3705 Chippewa Road, PID # 05-118-23-24-0002 Mr. Leuer said he was representing his father's property. He was concerned about the green acre's status of his father's property and how and when the underlying value is used and why that is so high. Rolf Erikson said that the current taxable value is $180,000 but the deferred value is $358,500. Leuer asked what happens to the green acres designation when the property changes hands. Erickson said if it is a transfer within the family then it is not considered an arms length sale and would be left in green acres if it still qualifies as an active farm. Erickson said if green acres status is lost and the family member owns it for three years or longer back taxes would not be owed. There was some discussion about green acres status on smaller properties throughout the City. Erickson said that some properties were grandfathered in. He said that the City does not determine green acres statues, that is done by the County. No action was taken 3. Robert Pajor, 380 Ridge Circle, PID# 16-118-23-22-0006 & 24-118-23-43-0009 A letter was submitted, however, this request was accidentally not addressed. Therefore, it was placed on the County's board of review agenda. 4. Adjournment Moved by Carolyn Smith, seconded John Hamilton, to adjourn the meeting at 8:00 p.m. Motion passed unanimously. B.
