ORDINANCE NO. 10-02
AN ORDINANCE OF THE CITY COMMISSION OF THE
CITY OPA-LOCKA, FLORIDA ACCEPTING THE
PROPOSAL FROM ROADRUNNER PROFESSIONAL
SERVICE LLC, IN RESPONSE TO RFP NO. 09-1016 -
"LAWN MAINTENANCE, ALLEY CLEANING AND
MEDIAN MAINTENANCE SERVICES"; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH ROADRUNNER PROFESSIONAL
SERVICE LLC, FOR LAWN MAINTENANCE, ALLEY
CLEANING AND MEDIAN MAINTANCNE SERVICES,
CONSISTENT WITH THE ATTACHED CONTRACT FOR
FINAL APPROVAL BY THE CITY COMMISSION;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR CONFLICT AND REPEALER;
PROVIDING FOR SEVERABILITY; PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, the City of Opa-locka ("City") issued a Request for Proposals (RFP) for lawn
maintenance, alley cleaning and median maintenance services for the City of Opa-locka ("City") ;
and
WHEREAS, RFP No. 09-1016 requested proposals from qualified firms to provide lawn
maintenance, alley cleaning and median maintenance services for the City ; and
WHEREAS, the City Manager is requesting the City Commission ("City Commission")
accept the proposal from Roadrunner Professional Service LLC, and further authorize the City
Manager to execute an agreement with Roadrunner Professional Service LLC for lawn
maintenance, alley cleaning and median maintenance services, for a period of three (3) years with
each year subject to review and continuation to be approved by the City Commission.

THE COMMISSION OF THE CITY OF OPA-LOCKA HEREBY ORDAINS:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby accepts the proposal
form Roadrunner Professional Service, LLC in response to RFP No. 09-1016 for lawn
maintenance, alley cleaning and median maintenance services and further authorizes the City
Manager to execute an agreement with Roadrunner Professional Service, LLC for lawn
maintenance, alley cleaning and median maintenance services, for a period of three (3) years with
each year subject to review and continuation to be approved by the City Commission.
Section 3. All ordinance or Code provision in conflict herewith are hereby repealed.
Section 4. If any section, subsection, sentence, clause, phrase or portion of this
Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction,
such portion shall be deemed a separate, distinct and independent provision and such holding shall
not affect the validity of the remaining portions of this Ordinance.
Section 5. This ordinance shall, upon adoption, become effective as specified by the
City of Opa-locka Code of Ordinance and the City of Opa-locka Charter.
