HomeMy Public PortalAbout20020211SCMeeting1 @ @ITEM 2002 -02 -11 Special Called City Council Minutes Mayor Walter W. Parker called the special meeting to order at 7 P.M. on Monday, February 11, 2002. The following members of Council were present: Jimmy Burke, Jackie Youmans, Whitley Reynolds, Walter Crawford, Jason Buelterman, and Richard Barrow. City Attorney Edward Hughes and City Manager Tom Cannon were also present. Mayor Parker said that only the items on the advertised agenda can be addressed at this meeting. Parker said Council needs to be aware of the impact of the Homestead Exemption resolution that Council adopted at the January meeting. The financial impact would be about $284,000 loss in revenue in 2003. Parker asked that Council consider changing the money amount from $200,000.00 to $100,000.00 stating that this will lessen the impact on the city's budget but would give citizens claming homestead exemption some tax relief. Burke moved to leave the resolution as Council adopted in January. Youmans seconded. After a long discussion Council voted 3 in favor (Burke, Youmans and Crawford); 3 opposed (Reynolds, Buelterman and Barrow). Mayor Parker broke the tie by voting in against the motion. Mayor Parker said that he would entertain a motion for $100,000.00 for 2003 and $200,000.00 for 2004. Reynolds so moved. Barrow seconded. Vote by Council was 5 in favor (Burke, Reynolds, Crawford, Buelterman and Barrow). Youmans opposed stating that he is not against tax relief but wants the $200,000.00 resolution adopted to come before the voters. Hughes said that he will rewrite the resolution and the bill according to the Council decision and send to Representative Burke Day in the morning. Mayor Parker said the church sign does not need to be discussed. The issue has been resolved. Cannon told Council that he would have a list of 15 items from the retreat ready for review on Thursday. Youmans asked who called for the DOT Town Meeting to discuss the 4 lanes of Tybee Road. Cannon answered he was contacted by DOT and MPC. A Budget Workshop is scheduled for Monday, February 25, 2003 at 6 P.M. Youmans moved to adopt Section 2 -1 -11 Regular and Special Meetings on its first reading. The ordinance would mean that Council would meet on the 2nd and the 4th Thursdays of each month. Burke seconded. Barrow suggested having a pre meeting staring at 6 P.M. prior to the regular meeting at 7 P.M. Barrow said maybe a snack could be served. Youmans said that would be just adding an hour. Barrow answered if you have a good pre meeting, you can cut down and be out of the regular meeting earlier. Crawford said that an ordinance is being prepared to eliminate some of the variance for continued use of a non - conforming structure, which would save a considerable amount of time. Buelterman said lets just wait and see. Vote on the motion was 2 in favor (Burke and Youmans); 4 opposed (Reynolds, Crawford, Buelterman and Barrow). Barrow moved for Council to hold a pre meeting 1 hour prior to convening the regular meeting. Crawford seconded. Reynolds questioned how the pre meeting would be managed. Parker answered that Council would go over the agenda. Vote by Council was 5 in favor (Burke, Reynolds, Crawford, Buelterman and Barrow); 1 opposed (Youmans).
