® Special Session
January 21, 1992
The Greencastle Common Council met special session on Tuesday, January 21,
1992 at 4:30 p.m. in city hall. On call of the roll the following members were shown to
be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray,
Councilor Charles Miles, Councilor Mike Rokicki. Also present was city attorney Larry
Wilson, superintendentof the Greencastle School Corporation Gary Druckemiller, Loren
M. Rooney and John Sccvcr of H.J. Umbaugh & Associates, Karen Little Arland and
Thomas K. Downs of Ice Miller Donadio & Ryan, Dick Andis of Greencastle
Development Center.
Ordinance 1992 -3, An Ordinance to Establish a Department of Redevelopment
Pursuant to IC 36 -7 -14 and Repealing All Ordinances Inconsistent Therewith, was
presented to Council for second reading.

Concerning the impact on school corporations, Mrs. Arland and Mr. Downs gave
a detailed explanation of the TIF procedure. Mr. Druckemiller noted that the
Greencastle School Corporation capital project rate is not presently at the maximum,
thereby reducing negative impact of a TIF. Councilor Rokicki asked about the
impact on property tax replacement credit. It was noted that the taxing unit may choose
to provide property tax replacement through the TIF, since it is not provided by the
state within the TIP district. Councilor Roach expressed a concern about creating
another area of government. Councilor Murray indicated that TIF is available as an
economic development tool to continue the of forts to increase the tax base and keep the
overall tax rate down. Mr. Andis continued with information on the use of TIF as an
economic development tool.
Further discussion occurred concerning the dif Terence between a Redevelopment
Commission and a Redevelopment Authority, checks and balances, Council's input in
the issuance of bonds and Council's authority over the .10 rate allowable for expenses
of the Redevelopment Commission. It was noted that after passage of the establishing
ordinance appointments will have to be made to the Redevelopment Commission, then
the Redevelopment Commission would have to meet within thirty days. Councilor
Calbert asked of the likelihood of funding the Foxridge sewer project with TIF. Mayor
Harmless indicated that it was not likely and discussed other funding sources.
Councilor Calbert asked that language be added to Ordinance 1992 -3 indicating that
any and all issuance of Redevelopment District Bonds have to come before Council.
Ordinance 1.992 -3, An Ordinance to Establish a Department of Redevelopment
Pursuant to IC 36 -7 -14 and Repealing All Ordinances Inconsistent Therewith, was read
again as amended. Councilor Murray moved to approve Ordinance 1992 -3 as amended.
This motion was seconded by Councilor Miles and was carried by an aye unanimous
vote. Mayor Harmless declared Ordinance 1992 -3 as amended to have been passed and
adopted this date.
With no further business, Councilor Murray moved for adjou nment. This
motion was seconded by Councilor Calbert, was carried an Ze unan' ous vote, and
the meeting was adjourned at 6:15 p.m.
