LOCAL BOARD OF REVIEW MINUTES OF APRIL 12, 1995
The Local Board of Review of the City of Medina, Minnesota met
Wednesday, April 12, 1995 at 7:00 p.m. in the City Hall Council
Chambers for the purpose of reviewing and correcting the assessment
of the City for the year 1995. Mayor Anne Theis presided.
Members Present: John Ferris, James Johnson, Philip Zietlow,
and Mayor Theis.
Members Absent: Ann Thies.
Also Present:
City Assessors Rolf Erickson, Ann Risch, Tom
Haller and Dave Wilde, Hennepin County Assessor
Chris Bennett, and Clerk -Treasurer Jeff Karlson.
1. SIMON INNVAER, 340 CHERRY HILL COURT
Simon Innvaer said the market value of his home went up $12,000 and
he could not understand why there was such a big increase.
Rolf Erickson said homes in the Cherry Hill Addition were in a
catch up situation because many of the properties were undervalued
based on home sales between October 1, 1993 and September 30, 1994.
Erickson pointed out that the estimated market values are an
appraiser's opinion of value. He said the state requires that an
assessor assess a property at market value. Erickson said
assessors generally use the "mass appraisal principal," in which
there is going to be a range of value when compared to like
properties. Erickson said the problem is that five different
buyers will pay five different prices for similar properties.
2. MICHAEL ABBOTT, 1282 MEDINA ROAD
Mike Abbott said he built a house in 1993 and his property value
increased by over $40,000, from $327,800 to $368,500.
Tom Haller said Abbott's house was not completed when the 1994
assessment was established, which explained the big increase in
1995.
3. RONALD AND MARILYN FORTIN, 365 COMANCHE TRAIL
Marilyn Fortin said they were listed as having a fireplace and
detached garage and they did not have either. She said the
assessment on her home went up from 117,200 to 123,000. Fortin
said her neighbor's home was equal to hers but was only assessed at
$115,000.
4. DAVID AND ANGELA RASKOB, 2864 ARDMORE AVENUE
David Raskob said the market value was too high on a rambler home
he built on a 12,000 square foot lot. The home was originally
valued at $197,500, but was lowered to $174,500 by the assessors.
Raskob said the value was still too high since he had invested only
$126,000 in the house and it stood on a small lot with a shared
driveway and several junk cars next door.

5. MICHAEL AND CONSTANCE MCLAUGHLIN, 2887 LAKESHORE AVENUE
Michael McLaughlin said he purchased his home in 1992 for $200,000
and the market value of his home had since gone up to $213,000 even
though no improvements had been made to property. McLaughlin
pointed out that the home was located on a hazardous site due to an
oil spill which had occurred on the property. The home was valued
at $240,000 before the oil spill.
6. JAY AND JOANN NELSON, 1875 COUNTY ROAD 24
JoAnn Nelson said their property value had increased $31,000, from
$309,000 in 1994 to $340,000 in 1995. Nelson said her husband
looked at comparable houses with values less than their own. An
addition was added to the home on their seven acre lot in 1993
which was included in the 1994 assessment.
7. TOM AND CAROLE HEKTNER, 825 NAVAJO ROAD
Rolf Erickson said Tom and Carole Hektner wished to reserve the
right to appeal their assessment to the Hennepin County Board of
Equalization.
8. ROBERT AND MICKEY PAJOR, 380 RIDGE CIRCLE
Bob Pajor said their property value went up 17,400 in 1994 and
62,100 in 1995 to its current value of $508,500. Pajor said homes
were not appreciating in value in the North Ridge area.
9. RICH DEMEULES, 12065 48TH AVENUE NO., PLYMOUTH
In a letter to the Board of Review, Rich Demeules protested the
large increase in estimated market value from $3,500 to $6,500 on
a vacant lot he owned in Medina, P.I.D. #24-118-23-12-0015.
10. ROBERT WAAG, 1471 WILLOW DRIVE
Robert Waag said the estimated market value of his home had risen
from 162,500 in 1992 to 191,500 in 1995. Waag said his 1700 square
foot house was on a six acre parcel with no basement.
Ann Risch recommended lowering the value by $4,000, to $187,500.
11. KRISTIN GREVICH, 2782 PARKVIEW DRIVE
Kristin Grevich said the market value of her 2,300 square foot home
should be around $185,000 and not at the 1995 assessment of
$197,000.
12. RICHARD THEIS, 805 MEANDER ROAD
Richard Theis said the market value of his home went up again from
$69,000 to $74,000. Theis said he appealed his assessment last
year and the Board lowered the value from $77,000 to $69,000.
Theis said nothing had changed in the last year to warrant an
increase.
13. THOMAS AND KATHLEEN MARTIN, 440 PLEASANT RIDGE ROAD
Thomas and Kathleen Martin contested the market value assigned to
their property in a letter to the Board of Review.

Rolf Erickson said they would meet with the Martin's and determine
if an adjustment should be made.
14. BOARD ACTION
Moved by Zietlow, seconded by Mayor Theis, to leave the market
value of $164,000 the same for Simon Innvaer, 340 Cherry Hill
Court. Motion passed unanimously.
Moved by Mayor Theis, seconded by Johnson, to leave the valuation
of Michael Abbott, 1282 Medina Road, at $368,500. Motion passed
unanimously.
Moved by Ferris, seconded by Zietlow, to lower the market value of
Ronald and Marilyn Fortin, 365 Comanche Trail, from $123,000 to
$115,000. Motion passed unanimously.
Moved by Ferris, seconded by Mayor Theis, to keep the market value
of $174,500 the same for David and Angela Raskob, 2864 Ardmore
Avenue. Motion passed unanimously.
Moved by Johnson, seconded by Ferris, to lower the valuation of
Michael and Constance McLaughlin, 2887 Lakeshore Avenue, from
$213,000 to $200,000 and to direct the city assessors to examine
the property and determine what the potential impact of the oil
spill could have on the property. Motion passed unanimously.
Moved by Ferris, seconded by Johnson, to leave the value of
$340,000 the same for the property of Jay and JoAnn Nelson, 1875
County Road 24. Motion passed unanimously.
Moved by Zietlow, seconded by Mayor Theis, to leave the market
value of Robert and Mickey Pajor, 380 Ridge Circle, at $508,500.
Ayes: Zietlow and Mayor Theis. Nays: Ferris and Johnson. Motion
failed on a 2-2 vote.
Moved by Johnson, seconded by Ferris, to adjust the market value of
Robert and Mickey Pajor from $508,500 to $469,000.
Ayes: Ferris, Johnson and Mayor Theis. Nays: Zietlow. Motion
passed on a 3-1 vote.
Moved by Zietlow, seconded by Mayor Theis, to leave the market
value of $3,500 the same for the vacant lot owned by Rich Demeules,
12065 48th Avenue, Plymouth; and to direct city staff to determine
whether the lot is buildable or can be attached to another piece of
property that is buildable. Motion passed unanimously.
Moved by Zietlow, seconded by Ferris, to reduce the property value
of Robert Waag, 1471 Willow Drive, from $191,500 to $187,500, as
recommended by the city assessor. Motion passed unanimously.
Moved by Zietlow, seconded by Ferris, to adjust the assessment of
Kristin Grevich, 2782 Parkview Drive, from $197,000 to $190,000.
Motion passed unanimously.

Moved by Johnson, seconded by Ferris, to reduce the market value of
Richard Theis, 805 Meander Road, from $74,000 to $69,000. Motion
passed unanimously.
Moved by Ferris, seconded by Johnson, to adjourn the meeting at
10:17 p.m. Motion passed unanimously.
