The Tiffin City Council met for a work session qn Wednesday,January 30, 2013 at the Tiffin Fire
Department. Mayor Berner called the meet9g to order at 6:32 p.m. Roll call vote: Mike Ryan,Joan
Kahler,Jim Bartels, Peggy Upton, Royce Phillips.Also present:Administrator Jackson.
Motion made by Bartels,seconded by Kahler to approve the agenda.All ayes. Motion carried
unanimously.
Unfinished Business
Employee Manual:Administrator Jackson recapped the status of what was remaining to complete for
the Employee Manual. Council believed it would be appropriate to keep the vacation earned on the
anniversary date and make all vacation use or lose, but change the paid vacation amount as follows:
1 week—after completion of one year of service
2 weeks—after completion of two—four years of service
3 weeks—after completion of five—fourteen years of service
4 weeks—after completion of fifteen years of service
Vacation should be used within the anniversary year earned but, if not, no more than two weeks(80
hours) can be carried over.All vacation time after anniversary date and over 80 hours, is use or lose.
Sick time (formerly PTO/Comp time) has a cap of 12 weeks(or 480 hours)and is use or lose.
Budget Discussion: Detailed discussion regarding all budgetary items, revenues, expenses and payroll.
Motion by Ryan, seconded by Kahler to adjourn the meeting at 9:39 p.m.All ayes. Motion carried
unanimously.
