HomeMy Public PortalAbout02-19-2008PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, TUESDAY, FEBRUARY 19, 2008 The Common Council of the City of Richmond, Indiana met in regular session Tuesday, February 19, 2008 in the Council Chambers in said City. Council President Parker presided. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GOODWIN President Parker presided and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. APPROVAL OF MINUTES Councilor Welch moved to approve the minutes of the meeting of February 4, 2008, with a second by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS Tom Bredeweg, Field Services Manager for the Indiana Association of Cities and Towns made a presentation on Indiana's Property Tax. How We Got Here; Where We Are. COMMUNICATION FROM THE MAYOR ■ The City has received $2.5 million for the Salisbury Road extension project. Phase II will be from I -70 to NW "L" Street. The final phase will be from NW "L" Street to US 40. ■ Richmond has been officially designated a Clean Community ■ Lt. Lipps of the Richmond Police Department has asked a meeting of the Committee of the Whole be scheduled for Intermediate Incident Command System (ICS300) training as part of the National Incident Management System. This training is required for all city personnel. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the January 31 and February 7 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS - None REPORTS FROM STANDING COMMITTEES - None REPORTS FROM SPECIAL COMMITTEES - None REPORTS FROM ORGANIZATIONS - None Common Council Minutes February 19, 2008 Page 2 of 3 MISCELLANEOUS BUSINESS • Council President Parker asked that the City Engineer look into how much longer it will take to complete repairs on Peacock Road. Mr. Parker also stated there needs to be stricter procedures in place for utility companies to follow when street cuts are necessary. • Council President Parker asked that all pending ordinances be reviewed to determine if they should still be held or stricken. City Attorney Chidester reported he has met with the Fire Department and the Chamber of Commerce regarding Ordinance No. 77 -2006 — A General Ordinance Amending Chapter 120 of the City of Richmond Code to Add a Section on Key Lock Box Systems. This Ordinance should be heard at the March 17 meeting. Councilor Wissel reported tax abatement requests for Bev's Threads (Ordinance Nos. 38, 39 and 40 -2007) need to be held until the Petitioner evaluates the need for tax abatements. • Council was reminded of a joint meeting with the Richmond Community School Board of Trustees will be held February 25, 6:30 PM in the Community Room of the City Building. ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance No. 5 -2008 on first reading by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed. ORDINANCE NO. 5 -2008 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE PARTNERSHIP FOR A DRUG FREE WAYNE COUNTY The Clerk read Ordinance No. 5 -2008 on first reading by title only. This Ordinance would authorize the City of Richmond Police Department to submit a grant application to the Partnership for a Drug Free Wayne County and to accept grant funding in an amount up to Seven Thousand Dollars. This grant would be appropriated for K -9 equipment, training for handler and K -9 and to purchase educational materials to be distributed at public presentations of the use of K -9's. Councilor Wissel moved to advance Ordinance No. 5 -2008 to second reading and to suspend the rules and read by title only with a second by Councilor Miller. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 5 -2008 on second reading by title only. Council President Parker declared Ordinance No. 5 -2008 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 5 -2008 with a second by Councilor Welch. Upon a vote viva voce, the motion passed. Councilor Welch moved to advance Ordinance No. 5 -2008 to third and final reading and suspend the rules and read by title only with a second by Councilor Pappin. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 5 -2008 on third reading by title only. Ordinance No. 5 -2008 was adopted with a 9 -0 roll call vote ORDINANCES ON SECOND READING ORDINANCE NO. 89 -2005 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Yukiya) Common Council Minutes February 19, 2008 Page 3 of 3 The Clerk read Ordinance No. 89 -2005 on second reading by title only Councilor Wissel reported he has written to the Petitioner and has not received additional information for the completion of this tax abatement request and moved to strike this Ordinance. There was a second by Councilor Quinn. Upon a vote viva voce, the motion passed. ORDINANCE NO. 86 -2006 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (P &M Holdings) The Clerk read Ordinance No. 86 -2006 on second reading by title only. Councilor Wissel reported he has written to the Petitioner and has not received additional information for the completion of this tax abatement request and moved to strike this Ordinance. There was a second by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed. ORDINANCES ON THIRD READING - None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
