FY 2011 Proposed Budget Presented to Leesburg Town Council
Town Manager Proposes No Increase in Real Property Tax Rate
Leesburg, VA (February 23, 2010) – At the Leesburg Town Council Work Session on Monday,
February 22, 2010, Town Manager John Wells presented his FY 2011 proposed budget. Wells’
proposal includes no increase in the real property tax rate, currently set at 19.5 cents per $100
of assessed value. With this same tax rate, the average tax bill for existing properties, both
residential and commercial, will decline due to lower assessments this year.
Other highlights from the proposed budget:
• The total FY 2011 budget, for all funds (General, Airport, Utilities & Capital Projects) is
$91,582,984, a decrease of nearly $2.7 million or 2.8%.
• The FY 2011 budget, for all funds, includes fewer staff positions than the FY 2010
budget. A net of four positions were eliminated and an additional 7.5 positions will be
held vacant.
• The General Government budget did add one net new position, a School Resource
Officer for Tuscarora High School which will open in Fall 2010.
• No salary increases for staff, either performance or cost‐of‐living, are included.
• One new fee is proposed, a False Alarm fee.
• The carryover funds used to balance the FY 2011 budget are about half the amount of
carryover funds budgeted to balance the FY 2010 budget.
As part of the FY 2011 Proposed Budget, Wells also presented the proposed 5 Year Capital
Improvements Program (CIP). The FY 2011‐2015 CIP totals $69.3 million and includes 39
projects.

The Town Council will hold a full‐day work session on the budget on Wednesday, March 10,
2010, at the Leesburg Town Hall. An additional work session to discuss the Capital
Improvements Program will be scheduled in the near future. Following the work sessions, the
Council will hold a public hearing on the revised budget at the regular Council Meeting on
Tuesday, March 23, 2010.
