February 11, 1992
The Greencastle Common Council met in regular session on Tuesday, February 11, 1992
at 7:40 p.m. at the Greencastle Middle School. On call of the roll the following members were
shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray,
Councilor Charles Miles, Councilor Mike Rokicki. Also present were city attorney Larry Wilson
and city engineer Ron Smith.
Public Petitions and Comments:
Mayor Harmless presented a letter from DePauw University requesting the closing of
Simpson Street from Locust to College on Saturday, May 23, 1992 from 7:00 a.m, to 5:00 p.m. for
Commencement activities. Councilor Murray moved to approve the request. This motion was
seconded by Councilor Miles and was carried by an aye unanimous vote.
Nancy Michael of Putnam County Council was present to request a special session of
Council to discuss the county jail and CEDIT. The Council agreed to meet in special session
on Wednesday, February 26 at 7:00 p.m. at the Greencastle Middle School, the location to be
verified after requesting that date from GMS officials.
Approval of Minutes:
The minutes of January 14 Board of Finance, January 14 executive session, January 14
regular session and January 21 special session were distributed to Council, Councilor Murray
moved to approve the minutes as presented. This motion was seconded by Councilor Roach and
• was carried by an aye unanimous vote.
Approval of Treasurer's Report:
The treasurer's reports of November and December, 1991 were distributed to Council.
After discussion of revenues received in the month of December, Councilor Rokicki moved to
approve the reports as presented. This motion was seconded by Councilor Roach and was
carried by an aye unanimous vote. The January, 1992 treasurer's report was distributed for
approval at the next meeting. Also distributed were both the closed and open investment
report, run date 2/8/92.
Department Reports:
In addition to monthly statistical reports the following comments were presented. Mr.
Ernie Phillips reported that winter maintenance continues at the cemetery.
Mr. Leon Phillips noted that the new pump is installed and operating. He also reported
that Don Moore has returned to work after his knee operation.
Councilor Rokicki asked about the situation on Arlington Street concerning the sewage
department and Mrs. Charlene Nichols noted that the department is still working on it.
Chief Bob Elmore reported that Michael Burgess has resigned and the question of hiring
a firefighter at this time is impacted by ADA. Councilor Murray asked for an update on a
burning ordinance. Mr. Wilson noted that he has prepared a draft ordinance that incorporates
IS the state regulations. Councilor Murray further asked about composting. Mayor Harmless
indicated that a composting program should be in place by May or June.

O Mr. Bill Lawrence reported that he has issued ten permits to date.
Chief Jack Hanlon reported that the number of false alarms has increased to the point
of considering a fine system for chronic offenders. Chief Hanlon will gather samples
ordinances from other communities for review. Concerning the murder trials Chief Hanlon
commended the department for their investigative work and cooperation with county and state
law enforcement agencies.
Councilor Roach asked Mr. Jim Wright about the dirt and mud on South Indiana. Mr.
Wright noted that he has called the contractor concerning clean up.
Mr. Wilson noted that no objections were filed concerning the court appointed appraisal
of $540.00 for Employees, Inc. Mr. Wilson has filed a motion to dismiss. He also noted that
appointments have yet to be made by the Mayor and Council to the redevelopment commission.
Discussion ensued concerning the Weddell property on South Jackson.
Mr. Ron Smith reviewed ongoing engineering and construction projects.
The Mayor listed for Council the following City issues with discussion occurring with
each item: Americans with Disabilities Act, Clean Water Act, Frazier Street Sewer Expansion,
Sewer Expansion within the City, Foxridge Sewer and Water Expansion, Southside Interceptor
Sewer, Greencastle Development Center Funding, Old Industrial Park Infrastructure,ZineMill
Property, and other ongoing projects such as; Greater Eastside Sewer Separation Project,
McClure Oil Lateral, Street Department Garage, Trash /Recycling /Composting, Robe Ann Park
and Pool, Fillmore Road Sewer Expansion, Tenth Street Road Improvements, Completion of the
• Veterans Memorial Highway.
Requests and Recommendations from Officers and Departments:
Resolution 1992 -2, A Resolution to Fund the Greencastle Development Center, was
presented to Council and read in its entirety by the Clerk- Treasurer. Councilor Murray moved
to approve Resolution 1992 -2 as presented. This motion was seconded by Councilor Calbert and
was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1992 -2 to have
been passed and adopted this date.
Concerning the proposed form of ordinance amending Chapter 420 of the Greencastle
Code (Greencastle Volunteer Fire Force), Mayor Harmless noted that he, Councilor Roach,
Chief Bob Elmore and Township Trustee Thelma Bumgardner met to discuss a fire protection
contract between the Township and the City. The Township attorney and city attorney Larry
Wilson are to meet. Ken Heeke, representative of the existing Greencastle Volunteers,
commented that the proposed ordinance is an impressive step forward. His questions included:
what is to occur with the existing volunteer board and their 501c status, with whom lies the
responsibility for recruitment, what is the process to implement the 10 hour duty time, will the
physical agility test be the same for both the paid force and the volunteer force, and what is
the time frame for implementation, Further discussion ensued with Councilor Murray
suggesting that Mr. Heeke be welcome to take an active part in the study group reviewing the
ordinance.
Council Reports and Comments:
• Mr. Stan Lambert delivered an update on the pool project and reviewed the new rate
structure adopted by the Board of Park Commissioners.

Councilor Rokicki noted that he appreciated the Mayor's review of the issues and
further commented that neighborhood concerns are also pressing. Councilor Rokicki asked for
continued volunteer compliance to ordinances, but also noted that ordinance enforcement will
go to the level of court action if necessary. Councilor Murray indicated a need for a more
structured timetable of enforcement action.
Mayor Harmless announced a special session of Council on Wednesday, February 26,
1992 at 7:00 p.m. at Greencastle Middle School to discuss the County Jail Project and CEDIT.
With no further business, Councilor Roach moved for adjournment, This motion was
seconded by Councilor Calbert, was carried by an aye unanimous vote, and the meeting was
adjourned at 10:00 p.m.
