MONDAY, MARCH 3, 2008
The Common Council of the City of Richmond, Indiana met in regular session Monday, March 3, 2008 in
the Council Chambers in said City. Council President Parker presided.
PLEDGE OF ALLEGIANCE — The Pledge of Allegiance was lead by the Color Guard of Brownie Troop
346. Mayor Hutton presented a Resolution for Girl Scout Week, March 9 — 15.
PRAYER BY COUNCILOR ELSTRO
President Parker presided and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
APPROVAL OF MINUTES
Councilor Welsh moved to approve the minutes of the meeting of February 19, 2008, with a second by
Councilor Pappin. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS - None
COMMUNICATION FROM THE MAYOR
■ The focus of the 2008 If 1 Were Mayor contest will be What would 1 do to keep students in school?
■ When the current Property Tax Legislation is passed as presented, City services will be cut. The
projected loss of property tax for the City is $2 million.
There will be a Committee of the Whole meeting March 31 at 5:30 for Intermediate Incident
Command System (ICS300) training as part of the National Incident Management System
training. This is mandatory. Lt. Bobby Lipps will facilitate this session.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the February 21 and 28, 2008 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES AND
ORGANIZATIONS
■ URBAN ENTERPRISE ASSOCIATION: The nomination of Etta Lundy was presented to fill the
unexpired term of Kate Deloney on the UEA Board. This item was tabled until the March 17
meeting to allow for additional nominations.
MISCELLANEOUS BUSINESS
■ Councilor Parker reported the repairs on Peacock Road had not been completed. Mayor Hutton
said she will look into this matter.
■ Councilor Goodwin requested information regarding the South 9th Street bridge. City Attorney
Chidester will investigate this but predicted it may be several years before remedied.

Councilor Elstro moved to suspend the rules and read Ordinance Nos. 7, 8, 9, 10, 11, 12, 13, 14, 15, 16 &
17, 2008 on first reading by title only with a second by Councilor Welch. Upon a vote viva voce, the
motion passed.
ORDINANCE NO. 7 -2008 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED STATES FEDERAL
AVIATION ADMINISTRATION (FAA)
The Clerk read Ordinance No. 7 -2008 on first reading by title only.
Presented by Metropolitan Development Director, this Ordinance would authorize the City of Richmond to
request and accept grant funding in an amount up to One Million Two Hundred Seventy -Two Thousand
One Hundred Sixty Dollars ($1,272,160.00) from the Federal Aviation Administration (FAA) and Thirty
One Thousand Eight Hundred Four Dollars and Zero Cents ($31,804.00) from the Indiana Department of
Transportation.
The City of Richmond would be required to match 2.5% of the amount of the total of the funding grant, up
to a maximum of Thirty One Thousand Eight Hundred Four Dollars and Zero Cents ($31,804.00) so long
as the Indiana Department of Transportation paid the amount of Thirty One Thousand Eight Hundred
Four Dollars and Zero Cents ($31,804.00).
If awarded, said funds would be appropriated for assistance with the costs associated with rehabilitation
of Runway 6/24 located at the Richmond Municipal Airport.
Councilor Welch moved to advance Ordinance No. 7 -2008 to second reading and to suspend the rules
and read by title only with a second by Councilor Pappin. Upon a vote viva voce, the motion passed.

being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance

ORDINANCE NO. 8 -2008 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF
TRANSPORTATION FA -3 GRANT PROGRAM.
The Clerk read Ordinance No. 8 -2008 on first reading by title only.
Presented by Tony Foster, this Ordinance would authorize the City of Richmond to submit a grant
application, and to accept grant funding, in an amount up to Two Million, Five Hundred Forty -Four
Thousand and Eight Hundred dollars ($2,544,800) to the Indiana Department of Transportation.
The City of Richmond would be required to provide a local match of $658,970, which exceeds the 20%
minimum local match requirement by $18,216. The local match will be requested from the City of
Richmond Redevelopment Commission

If awarded, said funds would be appropriated to assist with the costs associated with improving Salisbury
Road to Northwest "L" Street.
Councilor Welch moved to advance Ordinance No. 8 -2008 to second reading and to suspend the rules
and read by title only with a second by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion
passed.

ORDINANCE NO. 9 -2008 - AN APPROPRIATION ORDINANCE AMENDING THE 2008 BUDGET (Law
Dept.)

Presented by City Attorney, Walt Chidester, this Ordinance would transfer Ten Thousand Eight Dollars
and no cents ($10,080) from Regular Salaries to Contract Services within the Law Department Budget.

and read by title only with a second by Councilor Wissel. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 10 -2008 - AN APPROPRIATION ORDINANCE AMENDING THE 2008 BUDGET

Presented by Park Superintendent, Sonia Brock, this Ordinance would transfer Fifty Five Thousand
Seven Hundred Eighty Three Dollars and no cents ($55,783.00) from Capital Outlay - Park Improvements
to Computer Equipment and Software and Capital Improvements — Golf Clubhouses.
Councilor Welch moved to advance Ordinance No. 10 -2008 to second reading and to suspend the rules
and read by title only with a second by Councilor Pappin. Upon a vote viva voce, the motion passed.

Councilor Quinn requested a breakdown of the $47,283.00 requested for Computer Equipment and
Software.

ORDINANCE NO. 11 -2008 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE AREA 9 AGENCY

Presented by Tony Foster, this Ordinance would authorize the City of Richmond to submit a grant
application, and to accept said grant funding, in an amount up to Forty Two Thousand Two Hundred
Nineteen Dollars ($42,219.00) to the Area 9 Agency.
Matching funds in the amount of Seven Thousand Four Hundred Fifty Dollars and Forty -One Cents
($7,450.41) shall be appropriated to support this grant application from Roseview Transit Rider donations
and the City of Richmond.
If awarded, grant funding would be appropriated to help fund the Roseview Transit transportation services
for fiscal year 2008.

would authorize the City of Richmond Parks & Recreation Department to submit a grant application and
to accept said grant funding in an amount up to Seven Thousand Five Hundred Dollars ($7,500.00) from
he Indiana Arts Commission and Arts Place.
If awarded, said funds, would be appropriated to fund operating costs associated with the Richmond
Parks and Recreation Department's Summer Concert Series.
