QUALIFYING PACKAGE and INSTRUCTIONS
2021 CITY OF TYBEE ISLAND MUNICIPAL ELECTION
On behalf of the citizens of the City of Tybee Island, thank you for considering public office. The
next municipal election for the City of Tybee Island will be held Tuesday, November 2, 2021 at
your predetermined location, Burke Day Public Safety Building, 78 Van Horn or Tybee School
Cafeteria, 204 Fifth Street to elect three (3) members of Council. The council seats are currently
held by John Branigin, Michael “Spec” Hosti, and Monty Parks. The Council will serve four year
staggered terms.
In order to qualify for the position of Council member, you must meet the following requirements:
Must be a citizen of the City of Tybee Island for 12 months prior to the date of election
Must be a registered voter and qualified to vote in municipal elections of the City
Must continue to reside within the city limits during that period of service
The deadline for registering to vote in this election is October 4, 2021.
Council meetings are held on the 2nd and 4th Thursday of each month with workshops held
quarterly. There will be occasions for the Mayor to call special meetings on an as-need basis.
Attendance is recommended at these meetings as well as special meetings, workshops and budget
meetings.
The Qualifying period for the November 2, 2021 election will begin on Monday, August 16, 2021
and end on Thursday, August 18, 2021. Each day qualifying hours are from 8:30AM to 4:30PM
and closed from noon until 1:00PM for lunch and will take place in the Clerk’s Office, City Hall,
403 Butler Avenue, Tybee Island, GA 31328. Qualifying fee is $144.00. Checks should be made
payable to “The City of Tybee Island”.
In the event that a candidate pays his or her qualifying fee with a check
that is subsequently returned for insufficient funds, the Qualifying
Officer shall automatically find that such candidate has not met the
qualifications for holding the office being sought, unless the bank,
credit union, or other financial institution returning the check certifies
in writing by an officer’s or director’s oath that the bank, credit union
or financial institution erred in returning the check. O.C.G.A. 21-2-6(d)
All newly elected Council members are required by State Law to take the Newly Elected Officials
Training Class offered through Georgia Municipal Association and the University of Georgia. As
soon as the schedule is posted I will reach out to you for dates you will be able to attend. As
Clerk of Council, I will hold training immediately following the election on Open Records/Open
Meetings and other pertinent issues.

The forms below are included in this qualifying packet. Those with red text indicate they need
to be filed when you qualify:
Notice of Candidacy and Affidavit (submit when qualifying)
Form DOI, (submit when qualifying), to accept campaign contributions. All
candidates must file the DOI regardless of whether any money will be raised or spent.
Affidavit of a Candidate’s Intent not to Exceed $2,500 in Contributions and/or
Expenditures (submit when qualifying)
Personal Financial Disclosure Statement (submit within 15 days of qualifying),
Candidates qualifying for office who are not current elected officials are NOT required to
file a PFD when qualifying for office.
Campaign Contribution Disclosure Report. This report must be filed with the Clerk on
the following dates and may not be filed prior to the date due:
o September 30, 2021
o October 25, 2021
o December 31, 2021
Interested candidates should be familiar with the City Charter, City Codes/Ordinances and
guidelines set forth by the Georgia Government Transparency Campaign Finance Commission.
The State of Georgia Election Code and the City of Tybee Island Code require registration of forms
with the State Ethics Commission. Please familiarize yourself with the forms and procedures by
going online to www.ethics.georgia.gov/references/publications.aspx.
