Special Session
April 28, 1992
The Greencastle Common Council met in special session on Tuesday, April 28, 1992 at
5:35 p.m. at the Greencastle Middle School. On call of the roll the following members were
shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray,
Councilor Charles Miles, Councilor Mike Rokicki. Also present was city attorney Larry Wilson.
Approval of Minutes:
The minutes April 14 executive session and April 14 regular session were distributed to
Council. Councilor Murray moved approval of the minutes, with a second by Councilor Miles.
Councilor Calbert noted that the minutes were correct as recorded, however, concerning his
comments during public petitions, he noted that it was clarified that moral support was
proffered by the County on the Market Street Parking Lot project not the Swimming Pool
project. Vote on the motion was aye unanimous for approval.
Recommendations and Requests from Officers and Departments:
Two nominees agreed to serve on the Redevelopment Commission, Brad Collins and
Mike Lewis, and were appointed by Council acclamation. The terms of appointment end
12/31/92.
Two nominees were selected for the Council appointment to the Economic Development
Commission, John Faught and Sue McCune. A roll call produced five votes in favor of Sue
McCune. Sue McCune was declared the appointment to the Economic Development Commission
with the term to expire 2/1/94.
Presented to Council was a claim from Larry Wilson for legal services in conjunction
with Industrial Development in the amount of $2,712.00 covering a period from 8/28/90 to
4/10/92. The claim was approved by CACFID on 4/16/92. Councilor Murray moved to approve
the claim as presented. This motion was seconded by Councilor Rokicki and was carried by an
aye unanimous vote.
The Greencastle Township fire protection contract was presented for review. The
original draft withheld a portion north and west of Dunbar Bridge to be covered by Madison
Township Volunteer Fire Company. City attorney Larry Wilson asked that the area of
jurisdiction be defined. Chief Elmore noted that the Greencastle firefighters could reach the
area by way of Walker Lane more quickly than the volunteer company because of on station
firefighters. Mrs. Bumgardner indicated that Greencastle Township had not yet entered into
a contract with Madison Township and that she would discuss the issue with the advisory
board. No further information was available from the Greencastle Volunteer Firefighters,
other than their intent to dissolve.
Discussion ensued concerning the city planner position. Items of concern included: part
time and full time position; temporary position or permanent position; the need for a separate
position to accomplish the tasks; the amount of clerical work associated with the draft job
description; the question of investment in long term planning in the community; the need to
look at development permit fees and if the revenue generated by the fees would support the
position.

Concerning pending litigation, Councilor Roach moved to approve the expenditure of
pending litigation appropriation for the filing of nuisance suits in regard to the zinc mill site
and unsafe building and zoning violation enforcement. This motion was seconded by Councilor
Murray and was carried by an aye unanimous vote.
Councilor Murray announced a tentative meeting with the County Council on Thursday,
May 7, 1992 to discuss CEDIT and the jail project.
With no further business, Councilor Roach moved for adjournment. This motion was
seconded by Councilor Miles, was carried by an aye unanimous vote, and the meeting was
adjourned at 6:45 p.m.
