HomeMy Public PortalAboutTBM 1993-10-06The regular meeting of the Board was called to order at 7:30 p.m. Board present were Mayor Jensen, Klancke, Johnston, Schauner, Muhlbauer, Swatzell, and Finlay. Also present were Brown, Winter, Opitz and Morrow. Minutes of the Sept. 15th meeting were approved as written. Ordinance 202 an extension of time for the signatures for Ordinance 201. Finlay moved to approve Ordinance 202, 2nd Swatzell, carried. Vote 4 -2 Muhlbauer and Klancke opposed. Denny Clotfelter gave a report regarding the Visitor Center and worked up a proposal for winter hours. Board would like to change the proposed hours to noon to 7 or 8 p.m. Also the plaque information, should be copied and obtained inside as night time reading in the cold will be impossible. Board wants to go ahead with the idea. Opitz gave project updates. Fraser Ave. Railroad. TOWN B OARD OCT. 6, 1993 Opitz reviewed the contract work, work the Town did on the project, and problems the job had that ran into overruns on Town time. Schauner added more information to the Town time work that Opitz did not account for. Board concluded that projects should relate a better accounting of Town time and relay this to project costs in some manner so that the total costs of the job were known, even though it is considered soft dollars on the Town portion of work. Brown reviewed the extra paving projects. Some of the private parties have arranged paving with contractors. The Town has arranged for Western Paving to do the portions at Amtrak. They do not know what day it will be done, but if the weather does not cooperate, it will be in the spring. The Crooked Creek is to pay for 4 or 5 spaces at Amtrak location, for additional parking needs of the business. Brown discussed the Vet Clinic needs. They would like the Town to consider paving the 10' ROW up to the portion she will pave. The Vet Clinic may also be using Western Paving, but they do not any one to do the prep work. After lengthy discussion, Muhlbauer moved to pave the additional 10' ROW at this location, have the Town crew do the prep work for the vet clinic parking, but to bill the Vet Clinic for class "c "as used, 2nd Finlay, carried. Opitz reviewed that the contractor paved to wide on Railroad Ave. and is asking to be paid for the work. Board agreed to pay $35.00 per ton, material cost only, for the 2 feet at an approx. cost of $340.00. Opitz reviewed Highway 40 path project. Contractor has not started yet. Opitz is reviewing the power line etc. that is sharing the same easement. Fencing will be started soon with as much dirt work done as weather will allow. Parkway project going good. More dirt has been used than expected in the contract. Finnegan's Liquor Licence renewal. Clerk reported that the Sheriffs report is not available yet on this licence. Schauner moved to approve the licence and allow Mayor's signature if the report come in favourable, 2nd Swatzell, carried. Brown reported that Ron Anderson had asked if the Board would ask the Judge to waive penalties on the zoning summons he received as the trailer was removed one day later than ordered due to movers time problem. Swatzell made a motion to ask for waiver since the problem was taken care of, 2nd Finlay, carried. Brown stated that no bids have been received for the roof at the old Town Hall. Board discussed this and decided to just do a temporary patch on the roof at this time, The Roofing Co. will do this work some time soon. Brown does not have prices for street signs yet. Tabled. Brown reviewed the ISTEA grant application that was filed a couple of weeks ago. Manager's report. The Halloween party committee is requesting money. Finlay moved to fund it at $200.00, 2nd Muhlbauer, carried. Brown reviewed the letter from the building Inspector concerning the Lightning Liquor building. Alves will receive a copy of this letter and he will need to address these problems. Mary Clark has corresponded on the problem of a trailer on her property that is not allowed under Zoning. Ms. Clark has responded and will be asking for a variance at the Board of adjustment. Chamber financial were in included in the packets. Schauner reviewed that several long term vehicles were at the Railroad ROW that need to be removed. Top soil that was placed in storage, is not available, we should look into this. Finlay moved to go into executive session to discuss a court case, 2nd Klancke, carried. 10:50 p.m. Meeting adjourned at 11:00 p.m.
