June 9, 1992
The Greencastle Common Council met in regular session on Tuesday, June 9, 1992 at 7:30
p.m at the Greencastle Middle School. On call of the roll the following members were shown
lobe present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor
Charles Miles, Councilor Mike Rokicki. Also present was city attorney Larry Wilson, building
commissioner Bill Lawrence and Deanne Gaston.
Approval of Minutes:
Approval of the April 28th executive and specials sessions was postponed until the next
meeting. Councilor Murray moved to approve the minutes of May 7 and May 12 as distributed.
This motion was seconded by Councilor Miles and was carried by an aye unanimous vote.
Public Petitions and Comments:
Concerning South Jackson Street, Mr. Wright noted that he has patched the street and
that he plans to put a wedge in where the pavement meets the concrete.
Department Reports:
In addition to monthly statistical reports the following comments were made. The
water tank on Cemetery Road will be drained for inspection.
Councilor Murray asked about the status of the street department garage. Mr. Wright
O indicated that the state still needs to put up their antenna before they can begin moving to
their new facility. Councilor Calbert noted that he has received comments concerning dogs.
Mr. Wright responded that he would talk to the dogs owners if names could be provided.
Chief Hanlon noted that the Fourth of July fireworks display would be held at the Big
Walnut Sports Park with one entrance and two exits out of the park. There will be no parking
on SR 240 or Fillmore Road.
Chief Elmore reported that he has given agility tests to applicants for the firefighter
position and volunteer applicants.
Mr. Lawrence reported 76 permits to date. In regard to Councilor Calbert's concern
about overgrown weeds, Mr. Lawrence noted that he has already spoken to the property owner.
In regard to the concern about a drainage problem behind the John D. Wood building,
Mr. Smith noted that once it is filled it should alleviate the problem.
Councilor Roach requested an update on the Weddell Logging concern. Mr. Wilson noted
that he thought the operation was winding down and that if not, he will continue with
proceedings.
Recommendations and Requests from Officers and Departments:
Ordinance 1992 -14, An Ordinance Amending the Greencastle Planning and Zoning
Ordinance Chapter 809- 20(c), was presented to Council and read in its entirety by Mr. Wilson.
Mr. Wilson explained that minimum width was left out when original ordinances were codified.
Councilor Rokicki moved to approve Ordinance 1992 -14 as presented. This motion was
seconded by Councilor Roach and was carried by an aye unanimous vote. Mayor Harmless
declared Ordinance 1992 -14 to have been passed and adopted this date.

® Ordinance 1992 -15, An Ordinance Amending the Greencastle Planning and Zoning
Ordinance Chapter 801 -05, Chapter 807 -10, Chapter 808 -10, Chapter 809 -10, was presented to
Council and read in its entirety by Mr. Wilson. Councilor Murray moved to approve Ordinance
1992 -15 as presented. This motion was seconded by Councilor Roach. Discussion ensued
concerning the decision of allowing two (2) sales three (3) days in length each year. Mr. Boswell
commented on the ability to have joint yard sales more often as long as each location has no
more than two per year. Councilor Murray noted her preference to be a maximum of three (3)
sales per year. On call for the question the motion was carried by the following vote.

Mayor Harmless declared Ordinance 1992 -15 to have been passed and adopted this date.
Ordinance 1992 -1.6, An Ordinance Amending Chapter 845.45 of the Greencastle City
Code (Building Permit Fees) as amended since original distribution, was presented for first
reading and read in its entirety by Mr. Wilson. Mr. Lawrence explained the changes on the
proposed ordinance. Councilor Murray moved to approve Ordinance 1992 -16 as presented. This
motion was seconded by Councilor Miles. Discussion ensued concerning the need for the
increase in fees with Councilor Calbert requesting confirmation that the permit fees collected
go toward the operation the building department. On call for the question the motion was
carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1992 -16 to have been
passed on first reading.
Ordinance 1992 -17, An Ordinance Amending Chapter 330 of the Greencastle City Code
(Open Burning), was presented in two forms, each read in its entirety by Mr. Wilson. Discussion
ensued concerning fines and enforcement, composting and other alternatives. Councilor
Calbert moved to approve Ordinance 1992 -17 (the 1992 -17A proposed form) as presented. This
motion was seconded by Councilor Rokicki. On call for the question the motion was carried
by the following vote.

Mayor Harmless declared Ordinance 1992 -17 (the 1992 -17A proposed form) to have been passed
on first reading.
Council Reports and Comments:
Councilor Calbert noted that an ADA walk through is scheduled for June 17. T h e
following budget meeting schedule was announced: July 14 first reading salary ordinance, July
28 final reading salary ordinance, August 11 first reading budget ordinance, August 18 final
reading budget ordinance.
With no further business, Councilor Calbert moved for adjournment. This motion was
seconded by Councilor Miles, was carried by an aye unanimous vol f, and the meeting was
