AN ORDINANCE ESTABLISHING A SPECIAL CAPITAL
IMPROVEMENTS FUND.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF BEL
AIRE, KANSAS.
Section 1. Establishment of a special capital
improvements fund:
The City of Bel Aire, Kansas hereby establishes a
special captial improvements fund pursuant to Kansas
statute. Said fund may be composed of monies transfered
from other City funds available for capital improvement
purposes including monies in the City's Federal General
Revenue Sharing Fund and General Fund. Any monies so
transfered shall no longer be subject to the provisions of
K.S.A. 79-2925 through 79-2937 and amendments thereto.
Section 2.
Use of Funds:
Monies in such capital improvement fund may be used to
finance in whole or in part any public improvement need set
forth in the City's adopted capital improvement plan. Such
public improvements may include but are not limited to
repair, restoration, and rehabi I i tation of existing publ ic
facility, for engineering and other advance public
improvement plans and studies. Reimbursements may be made
to the fund from bond proceeds, special assessments, or
state and or federal aid available for completed projects.
Section 3.
Effective date:
This ordinance shall take effect and be enforced from
and after its publication in the official city newspaper and
upon the approval of a multi-year capital improvement plan
setting forth the public improvement and infrastructure
needs of the City on a prioritized basis.
