HomeMy Public PortalAbout7/14/1992GREENCASTLE COMMON COUNCIL Regular Session July 14, 1992 The Greencastle Common Council met in regular session on Tuesday, July 14, 1992 at 7:30 p.m. at the Greencastle Middle School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Charles Miles, Councilor Mike Rokicki. Councilor Sue Murray was absent. Also present were city attorney Larry Wilson and city engineer Ron Smith. Public Petitions and Comments: Cindy Allen of the Putnam County Humane Society was present with an update of the building project. She indicated that the committee will be applying for a DOE grant and is still accepting pledges and donations. Phil Junker was introduced as the new director of the Greencastle Development Center Mike Long appeared before Council concerning the high grass situation at an empty house on Johnson Street. Bill Lawrence and Jim Wright were made aware of the concern. Ernie Boswell was present to thank Jim Wright for the installation of a whistle to allow for mower access to the lot that needed mowing. • Approval of Minutes: The minutes of April 28 executive session, April 28 special session, June 9 regular session were distributed to Council. Councilor Calbert moved to approve the minutes as presented. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote of members present. Treasurers Report: The treasurers report of May, 1992 was presented to Council. After discussion Councilor Rokicki moved to approve the report. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Department Reports: In addition to monthly statistical reports the following comments were heard. Chief Elmore noted that he is looking at a used rescue van, 1980 chassis, moran body, $30,000.00 plus refurbish costs. He also indicated that the fire department hire is scheduled for the next Board of Works meeting, and that there are two active volunteer firefighters at present and three more beginning the 24 hour training. • CC 7/14/92 Page 2 Jim Wright noted that the street department patched 42 street cuts for the water department. Councilor Calbert thanked Mr. Wright for the improvement at Shadowlawn. Councilor Miles asked about the weed problem behind Martinsville. Mr. Wright indicated that the area had been mowed but still needed to be graded. Bill Lawrence noted that 27 permits have been issued to date. Ron Smith listed the current projects. Mayor Harmless read the statistics from Stan Lambert concerning the pool. Gross revenue to date is $25,497.59, average attendance 409 with a high of 856. Swim lessons applicants number 304 paid with 150 more to be paid. Larry Wilson noted that the city filed a grant application requesting $10,000.00 for a 50150 Community Promotion Grant to do a site assessment on the Old Industrial Park. he also noted that the city has been named a third party defendant in the suit between McClure Oil and Johnny Quick, however the city is not party to that contract. Recommendations and Requests from Officer and Departments: Ordinance 1992 -16, An Ordinance Amending Chapter 845 -45 of the Greencastle City Code (Building Permit Fees), was presented to Council and read by title only by Mayor Harmless. Councilor Rokicki moved to approve Ordinance 1992 -16 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1992 -16 to have been passed and adopted this date. Ordinance 1992 -17, An Ordinance Amending Chapter 330 of the Greencastle City Code (Open Burning), was presented and read by title only by Mayor Harmless. Councilor Rokicki moved to approve Ordinance 1992 -17 as presented. Discussion ensued concerning enforcement. Councilor Roach moved to amend section (d) to read "Any person violating this ordinance shall be fined in an amount not to exceed Two Thousand Five Hundred Dollars ($2500.00) for each such offense." This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote of members present. On call for the question the approving motion was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1992 -17 as amended, to have been passed and adopted this date. Ordinance 1992 -18, An Ordinance Establishing the Size of Departments of City Government of the City of Greencastle, Indiana Fixing Salaries for the Employees of Such Departments and Fixing Salaries of Certain Other Appointed Officials for the Year 1993, was presented and read in its entirety by Mayor Harmless. It was noted that the ordinance reflects a Three Hundred Dollar ($300.00) across the board increase for full -time employees. Discussion ensued concerning the section containing on call wages paid in the water department. Councilor Rokicki moved to remove on call wages from Section Eight. This motion was seconded by Councilor Roach and was carried by an aye unanimous vote of members present. Councilor Rokicki then moved to approve Ordinance 1992 -18 as amended on first reading. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members CC 7/14/92 Page 3 O present. Mayor Harmless declared Ordinance 1992 -18 as amended, to have been passed on first reading. Ordinance 1992 -19, An Ordinance Fixing the Salaries of Elected Officers of the City of Greencastle for the Year 1993, was presented to Council and read in its entirety by Mayor Harmless. It was noted that the ordinance reflects no increase in elected officials salaries. After discussion Councilor Rokicki moved to approve Ordinance 1992 -19 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1992 -19 to have been passed on first reading. Ordinance 1992 -20, An Ordinance Allowing Preapproved Payment of Certain Claims, was presented and read in its entirety by Mayor Harmless. After discussion Councilor Roach moved to approve Ordinance 1992 -20 as presented. This motion was seconded by Councilor Rokicki and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1992 -20 to have been passed on first reading. Council Reports and Comments: Councilor Calbert reported that after taking and reviewing proposals, the ADA subcommittee recommended acceptance of the low bid of Bonar & Associates for ADA compliance audits, and will send such recommendation to the Board of Works on Thursday. • Concerning the County Jail Project Review Committee appointment, Councilor Rokicki expressed a desire to have an elected official serve in that capacity. Councilor Calbert indicated that he still preferred that appointment not be an elected official. Councilor Rokicki then moved to name Councilor Sue Murray as the Council appointment to the Review Committee. This motion was seconded by Councilor Miles. The motion was carried by a three to one vote with Councilors Miles, Rokicki, and Roach voting in favor and Councilor Calbert voting against the motion. With no further business, Councilor Rokicki moved for adjournment. Harmless, Mayor ADDENDUM: Above minutes were corrected at the meeting of August 11, 1992 as follows: Councilor Calbert noted that his preference is to not have elected officials on the joint ® jail committee, however, it is his understanding that the Council made a committment to 0 • CC 7/14/92 Page 4 apponting a non - elected members to the committee at the joint County -City Council meeting on May 7, 1992. Councilor Rokicki noted that he did not recall making a committment on May 7th as to the make up of the joint committee. •
