HomeMy Public PortalAbout7/28/1992 specialGREENCASTLE COMMON COUNCIL • Special Session July 28, 1992 The Greencastle Common Council met in special session on Tuesday, July 28, 1992 at 7:30 p.m. at the Greencastle Middle School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles. Councilor Mike Rokicki was absent. Also present was city attorney Larry Wilson. Public Hearing: Mayor Harmless requested any and all comments from the public concerning Resolution 1992 -12. There being none, Resolution 1992 -12, A Resolution Authorizing Additional Appropriations for the Pool Fund, was presented and read in its entirety by Mayor Harmless. Councilor Murray moved to approve Resolution 1992 -12 as presented. This motion was seconded by Councilor Miles. During discussion the source and use of funds were explained by the clerk- treasurer. On call for the question the motion to approve was carried by an aye unanimous vote of members present. Mayor Harmless declared Resolution 1992 -12 to have been passed and adopted this date. Mayor Harmless withdrew consideration of Resolution 1992 -13 due to a change in the amount of funds necessary to be appropriated by the resolution. Public hearing of an amended • additional appropriation resolution will be advertised for a later meeting. Recommendation and Requests from Officers and Departments: Ordinance 1992 -18, An Ordinance Establishing the Size of Departments of City Government of the City of Greencastle, Indiana Fixing Salaries for the Employees of Such Departments and Fixing Salaries of Certain Other Appointed Officials for the Year 1993, was presented to Council and read by title only by Mayor Harmless. Councilor Murray moved to approve Ordinance 1992 -18 as presented. This motion was seconded by Councilor Roach. Discussion ensued pertaining to on call wages in Section Eight. Concerns and issues brought forward included response time, types of calls and frequency, alternate methods, and procedures in other departments. Councilor Calbert moved to amend the ordinance to reinstate on call wages in Section Eight noting that further information was needed to justify its removal. Councilor Roach seconded the motion. The motion to amend was carried by the following vote: AYES: Councilor Miles NAYS: Councilor Murray Councilor Roach Councilor Calbert Councilor Murray requested that further information be brought forward and presented at the September regular session. The motion to approve Ordinance 1992 -18 as amended was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1992 -18 to have been passed and adopted this date. Councilor Roach moved to approve Ordinance 1992 -20 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1992 -20 to have been passed and adopted this date. Council Reports and Comments: Councilor Murray distributed the "Courthouse Square at Risk" issue paper developed by the Economic Expansion and Opera House Committee. Councilor Miles thanked Jim Wright for the clean up on Center Street. Mr. Wilson noted that the city had received notification of the Community Promotion Grant Award for the Old Industrial Park site assessment and that further discussion of local match would occur at s subsequent meeting. With no further business, Councilor Murray moved for adjournment.
