August 11, 1992
The Greencastle Common Council met in regular session on Tuesday, August 11, 1992
at 7:30 p.m. at the Greencastle Middle School. On call of the roll the following members were
shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray,
Councilor Charles Miles, CouncilorMikc Rokicki. Also present were city attorney Larry Wilson
and city engineer Ron Smith.
Public Petitions and Comments:
Teresa Batto presented a request for the City of Greencastle to become a Companion
City to Consolacian, El Salvador. She noted that her original trip involved assisting the people
of Consolacian and the surrounding area in rebuilding their community. She continued that
a DePauw team of forty will be returning to build a school and set up a medical program. Peter
Millberg was also present and noted that his office is working with over 100 El Salvadorian
villages companioning with several cities across the United States. Mrs. Batto is to return to
Council with the language necessary to commit to a companion relationship with Consolacian.
Approval of Minutes:
The minutes of July 14 regular session and July 28 special session were distributed to
Council. Minutes of July 14th were amended as follows: Councilor Calbert noted that his
preference is to not have elected officials on the joint jail committee, however, he stated, it is
his understanding that the City Council made a commitment to appointing a non - elected
members to the committee at the joint County -City Council meeting on May 7, 1992. Councilor
Rokicki noted that he did not recall making a commitment on May 7th as to the make up of the
joint committee. Councilor Roach then moved to approve the minutes as amended. This
motion was seconded by Councilor Miles and was carried by an aye unanimous vote.
Department Reports:
In addition to the monthly statistical reports the following comments were made.
Police Chief Jack Hanlon noted that to comply with continuous training legislation, the
department has the capability to do in house training through the Law Enforcement Training
Network with certification by the Academy.
Concerning the street department garage, Jim Wright noted that the new state facility
is awaiting final inspection. He also noted that bids are scheduled to be let on November 1,
1992 for the street improvements at the intersection of Indianapolis Road and First Street with
construction scheduled for spring of 1993. He continued that the improvements to SR240 in
the Chadd Valley area are scheduled for 1997.
Mayor Harmless noted that the pool will be closed from 12:00 noon to 3:00 p.m. on
Wednesday, August 12 to allow staff members to attend the funeral of pool manager Robert W.
Tilford who was killed in an car accident on August 8th.
Councilor Roach asked the status of the Weddell Logging issue. Mr. Wilson noted that
he is still working on researching zoning considerations. Mr. Wilson also distributed a draft
ordinance concerning an amendment to the day care legislation that will be discussed in public
hearing at the Plan Commission meeting on August 24th. The ordinance will then come before

Public Hearing:
Ordinance 1992 -21, Ordinance for Appropriations and Tax Rates, was presented to
Council and read in its entirety by Mayor Harmless. Individual department budgets were
opened to questions and comments. Councilor Calbert asked the amount of expenditure in
Mayor travel and Mayor promo for the year 1991. The clerk - treasurer indicated that those
figures were available in the office at city halt and would be provided. Councilor Rokicki
asked about the reduction in computer supplies in the clerk - treasurers budget. The clerk -
treasurer indicated that after two years with the computer system it was apparent that the
appropriation could be reduced, however, some of that total amount was transferred to the
prescribed forms category. Council Calbert asked about the amounts appropriated toward
employee benefits in the Board of Works budget. The clerk - treasurer indicated that she has
developed a lotus spreadsheet that has all employee benefits broken down by fund, department
and employee.
The Mayor asked for any and all comments from the public. There being none,
Councilor Murray moved to approve Ordinance 1992 -21 as presented. This motion was
seconded by Councilor Miles and was carried by an aye unanimous vote. Mayor Harmless
declared Ordinance 1992 -21 to have been passed on first reading.
Councilor Murray commended the clerk - treasurer for her effortson the 1993 budget and
for taking the time to answer any and all questions prior to publication. Councilor Rokicki
also thanked the clerk- treasurer and noted that the 1993 budget, even with revenue constraints
of the times, reflects the priorities he feels are important in the city.
Council Reports and Comments:
Councilor Calbert asked about the status of the ADA audit. The Mayor indicated that
he is working on notice to proceed.
With no further business, Councilor Murray moved for adjournment. This motion was
seconded by Councilor Roach, was carried by an aye unanimous vote, and the meeting was
adjourned at 8:35 p.m.
