HomeMy Public PortalAbout8/25/1992 specialGREENCASTLE COMMON COUNCIL Special Session August 25, 1992 The Greencastle Common Council met in special session on Tuesday, August 25, 1992 at 7:30 p.m. at the Greencastle Middle School. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Councilor Jerry Calbert was absent. Also present was city attorney Larry Wilson. Approval of Minutes: The minutes of August 11 regular session were distributed to Council. Councilor Murray moved to approve the minutes as presented. This motion was seconded by Councilor Roach was carried by an aye unanimous vote of members present. Mayor Harmless indicated that a paging system is being implemented throughout the departments with call forwarding to dispatch being utilized. The water department involvement will be phased in. Public Hearing: Ordinance 1992 -21, Ordinance for Appropriations and Tax Rates, was presented for second reading and read by title only. Mayor Harmless asked for any and all comments from the public. There being none, Councilor Rokicki moved for approval of Ordinance 1992 -21 as presented. This motion was seconded by Councilor Miles and was carried by an aye unanimous vote of members present. Mayor Harmless declared Ordinance 1992 -21 to have been passed and adopted this date. Council Reports and Comments: Mayor Harmless presented guidelines for the Mayor's Town and Gown Committee. He noted that the purpose of the committee shall be to advise the city and the university on matters concerning the relationship between the city and the university. Appointments shall be made by the Mayor to a one year term with no limit to the number of terms. The appointment positions were listed as follows: Mayor, President of DcPauw University, Third Ward Councilor, Fourth Ward Councilor, Dean of Students, Panhellenic representative, Interfraternity Council representative, Depauw student body Vice President of External Affairs, Third Ward citizen at large, Fourth Ward citizen at large. Councilor Roach noted that representation of the First Ward was not included on the committee and that although he did not feel compelled to be a committee member, he would like to see a First Ward citizen at large position added to the committee. The Mayor noted that it was inadvisable to create too large a committee, however, did agree that a First Ward citizen at large should be added. Councilor Roach, in reference to a draft resolution prepared by Councilor Rokicki in regard to the demolition of the house at the corner of Market and Liberty for safety reasons, asked about taking action to at least board up the windows, noting that the burned out structure was hazardous and that school has already begun for the year. Mr. Wilson advised to file an action to declare it a nuisance. Councilor Roach then indicated that the safety of the children is the pressing concern and the broken glass should be removed or boarded immediately. It was the consensus of Council to file.
