HomeMy Public PortalAbout04/15/08 Special CCM137 MEDINA CITY COUNCIL MEETING MINUTES OF APRIL 15, 2008 The City Council of Medina, Minnesota met in special session on April 15, 2008 at 6:05 p.m. in the Medina City Hall. Mayor Crosby presided. I. Call to Order Members present: Weir, Crosby, Cavanaugh, Smith Members absent: Johnson Also present: City Administrator Chad Adams, Public Works Superintendent Steve Scherer, Planning Director Tim Benetti, Police Chief Ed Belland and City Engineers Tom Kellogg and Kevin Hoglund Adams provided an overview of the meeting details including the TH55/CR116 discussion, Hamel Road improvement and Well No. 7 screening. II. Trunk Highway 55/County Road 116 Intersection Improvement Crosby arrived during Hoglund's presentation at 6:10 p.m. Hoglund provided some history and background with the project, including past Council meeting discussions and the funding allocated to the project to date. Hoglund explained the plan being reviewed this evening is an interim fix for the next 15-20 years and is not the same long-term concept plan that the Highway 55 Corridor Commission has been working on and holding meetings on the past few years as well. Discussion occurred on the accesses to McDonalds, Countryside Cafe, the Kroll property, Mayer Mobil, and the Dairy Queen. Hoglund stated that if all necessary funding is secured over the next year, the project will be a 2009 start with 2010 completion. 80% of the funding is to be supported by federal appropriations with 20% being a local match. The local match may consist of MnDOT, Hennepin County, City of Medina or applicable local sources. The Council agreed to illustrate the proposed access closures on the maps for the April 22 Open House. The Council agreed to show a dual access from Clydesdale Trail extending south along the Mayer Mobil and Dairy Queen joint property line to serve both businesses. III. Hamel Road Improvement Adams and Kellogg updated the Council on the Xcel Energy cost estimate and scope of work which has not been finalized. Medina City Council Special Meeting Minutes April 15, 2008 138 Discussion was held on adding an electrical configuration to the street poles for the purpose of allowing holiday lights/decorations. Banners and banner brackets were also discussed as an option. The Council reached consensus to review the cost elements of these options and the level of donation that the Hamel Lions are proposing. IV. Well No. 7 Screening Scherer provided a handout illustrating the facilities that will be above ground as part of the Well No. 7 project. The Council reached consensus to provide screening with the Water utility fund savings on the project by moving the transformer and to process a change order later if needed. V.
