APRIL 15, 2014
The City Council of Medina, Minnesota met in special session on April 15, 2014 at 6:00
p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Weir, Martin, Pederson, Anderson
Members absent: Martinson
Also present: City Administrator Scott Johnson, City Planner Dusty Finke,
Public Works Director Steve Scherer, and City Attorney Sarah Sonsalla.
II. Fund Balance Reserve Discussion
Staff provided background information on reserves for the City Council. The City
Council directed staff to allocate $530,000 to the road improvement fund to assist with
upcoming street projects, allocate $25,000 for the Brockton Lane North cost share with
Plymouth, set aside $200,000 for renovations at City Hall, set aside $100,000 for a future
water tower, and allocate $145,000 for potential legal fees.
Staff will put together a resolution requesting Council to allocate the reserves on the
consent agenda for the next City Council meeting.
III. Dominium Update and Discussion
Mayor Weir provided a brief recap of the project and the requirement from the
Metropolitan Council for this type of housing project. Nick Andersen, Jeff Huggett, and
Ben Taylor attended the meeting representing Dominium. LaDonna Hoy from Interfaith
Outreach & Community Partners (IOCP) provided information to the City Council on the
project. Staff was directed to move forward with the plan. Four of the thirty-two units
in the proposed development will be set aside for families who have dealt with the issue
of not having a consistent home for the past year. IOCP will be providing support
services, child care and transportation for these families. Five units are proposed to be
affordable to households with income below 30 percent Area Median Income (AMI).
The remaining units will be affordable to households below 60 percent AMI.
Mayor Weir stated that she had contacted Mayor Tim Wilcox from Wayzata to discuss
their Common Bond project called Maggie Manor. Mayor Wilcox felt the townhome
project fit the community and they had no problems with increases in Police calls because
of the project. Council discussed the project and their support for a $300,000 fee waiver
that will be reimbursed through TIF District 1-9. Mayor Weir and Council Member
Martin spoke in favor of the project and fee waiver because of the need in Medina for this
type of housing. Council Member Anderson said he was struggling to get to a yes vote
and had serious reservations about the project. Council Member Pederson was not in
favor of the fee waiver for this project.

Council directed staff to work with Dominium to set up tours for Council Members of
their current facilities in the area. Mayor Weir commented that the project is the right
thing to do in Medina.
