HomeMy Public PortalAbout11/10/1992GREENCASTLE COMMON COUNCIL • Regular Session November 10, 1992 The Greencastle Common Council met in regular session on Tuesday, November 10, 1992 at Tzouanakis Intermediate School at 7:30 p.m. On call of the roll the following members were shown to be present: Councilor Tom Roach, Councilor Jerry Calbert, Councilor Sue Murray, Councilor Charles Miles, Councilor Mike Rokicki. Also present was city attorney Larry Wilson. Approval of Minutes: The minutes of October 13 regular session were distributed to Council. Councilor Murray moved to approve the minutes as presented. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Department Reports: In addition to monthly statistical reports the following comments were presented. Chief Hanlon distributed a sample open container ordinance from the City of South Bend. Councilor Murray asked if draft legislation could be prepared by the next regular session. Mr. Wright reported that the street department has begun moving into the newly acquired facility. Councilor Murray asked about the status of the drainage project at the corner of Hammond and Gardenside. Mr. Wright indicated that he is still working with the school corporation to address it in the spring. He also reported that the storm sewer work is • continuing on Avenue B and completion should allow resurfacing with in two weeks. Fire Chief White reported that the department now has three state certified fire inspectors and inspection, especially in the downtown area will resume after the first of the year, Air packs were purchased by the previous volunteer firefighter organization and donated to the city department. Mayor Harmless reported that the Board of Works has interviewed three candidates for the city engineer position. Mr. Wilson reported sending notice of zoning violation to Weddell Logging. He noted that the properly has continually been zoned RI and there is, thus far, no evidence of special exception on file. Mr. Wilson also announced his resignation as city attorney effective December 31, 1992. Mr. Wilson has accepted a position with Indiana University's new Center for Urban Policy and the Environment. Mr. Wilson expressed his appreciation for working with the city government and the experience of the past five years. Recommendation and Requests from Officers and Departments: Resolution 1992 -19, A Resolution Supporting the Allocation of at Least 25% of Lottery Revenues to Local Government, was presented to Council and read in its entirety by Mayor Harmless. Councilor Murray moved to approve Resolution 1992.19 as presented. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Mayor Harmless declared Resolution 1992 -19 to have been passed and adopted this date. lJ CC 11/10/92 Page 2 . Ordinance 1992 -23, An Ordinance Amending the Greencastle Planning and Zoning Ordinance, Chapter 801.05, Chapter 807 -15, was presented to Council and read in its entirety by Mr. Wilson. It was noted that first reading of the ordinance occurred at the Plan Commission public hearing on October 27, 1992. Favorable recommendation, passed by a majority vole of Plan Commission has been thus sent to Council. Councilor Roach moved to approve Ordinance 1992 -23 as presented. This motion was seconded by Councilor Calbert and was carried by an aye unanimous vote. Mayor Harmless declared Ordinance 1992 -23 to have been passed adopted this date. Council Reports and Continents: Mayor Harmless noted that the city did not receive a favorable grant award in regard to the Foxridge Sewer Extension Project Phase 11. Councilor Calbert requested he be copied of that correspondence. Councilor Murray noted that the Jail Study Committee will meet on November 24 at 6:30 p.m. in the Commissioners Courtroom. Mr. Wright indicated that he has requested costs estimates for yellow flashing school zone equipment for placement on the Veterans Memorial Highway at First Street. The Merchants' Association presented a request for street closings the Santa Parade on Monday, November 30. The consensus of Council was to approve the request. Councilor Miles asked for an update on the Zinc Mill site. Mr. Wilson indicated that • further testing by IDEM should occur prior to the city attempting a clean up. Councilor Roach asked about progress on the fire department purchase of anew rescue truck. Mayor Harmless indicated that a long term capital improvement advisory group is presently addressing that issue. Councilor Rokicki requested an update concerning the demolition of the house on Liberty Street. It was noted that only partial demolition has occurred. With no further business, Councilor Murray moved for adjournment. This motion was seconded by Councilor Calbert, was carried by an aye unanimous vote, and the meeting was adjourned at 8:10 p.m. l� Michael M.
