ORDINANCE NO. 10-25
AN ORDINANCE OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE
CITY MANAGER TO ENTER INTO AN AGREEMENT WITH
CITRIN FINANCIAL AND INSURANCE,INC.TO CONTINUE
AS THE CITY'S AGENT OF RECORD; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR
REPEAL OF ALL PRIOR ORDINANCES IN CONFLICT;
PROVIDING FOR SEVERABILITY;PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Citrin Financial & Insurance Inc., has been doing business with the City of
Opa-locka since 2005 and has served in the capacity of agent of record to facilitate the City in
obtaining benefit quotes from insurance providers in the selection of employees benefits; and
WHEREAS, the City of Opa-locka does not pay a fee to Citrin Financial&Insurance; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to continue utilizing Citrin Financial&Insurance as an agent and to execute the attached
agreement, which provides that the city may cancel the agreement with thirty (30) days notice:
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs
the City Manager to execute the attached agreement between Citrin Financial &Insurance and the
City of Opa-locka for a three year period,with a two year renewal period at the City's option,as the
city agent of record.

Section 3. All ordinances or Code provisions in conflict herewith are hereby repealed.
Section 4. If any section,subsection,sentence,clause,phrase or portion of this Ordinance
is for any reason held invalid or unconstitutional by any court of competent jurisdiction,such portion
shall be deemed a separate,distinct and independent provision and such holding shall not affect the
validity of the remaining portions of this Ordinance.
Section 5. This resolution shall take effect immediately upon adoption.

Request: APPROVAL OF RESOLUTION AUTHORIZING THE CITY MANAGER
TO CONTINUE TO DO BUSINESS WITH CITRIN FINANCIAL AND
INSUR5ANCE,INC.AS THE CITY'S AGENT OF RECORD.
Description: Citrin Financial & Insurance Inc, was selected after the City solicited a Request
for Qualifications for Agent of Record on May 2005. Since their selection, they
have served in that capacity to facilitate the selection of employee benefits and
open enrollment. Staff is requesting that the attached agreement be executed for
Fiscal year October 1, 2010—September 30, 2011.
Financial Impact: None
Implementation Time Line: October 1, 2010—September 30, 2011

Recommendation(s): Staff Recommends Approval
Analysis: It is noteworthy to point out that as the City's Agent of Record, Citrin Financial
and Insurance, Inc. facilitate the City to obtain the necessary quotes from benefit
providers for health, dental, vision and supplemental insurances. Their fees are
not paid by the City,but by the providers that the City selects.
