Call To Order And Members Present
Chair Merrill Saleen called the meeting to order at 12:00 PM.

Mr. Anderson moved to nominate Ray Franz to the Airport Advisory Committee. Mr.
Fereday seconded and the motion carried unanimously.
The next regular Committee meeting will be March 3, 1999.

Mr. Anderson moved to adjoum. Mr. Fereday seconded and the motion carried
unanimously. The meeting was adjourned at 2:00 PM.

POSITION DESCRIPTION
Position Title: Airport Manager Department: Airport
Specific Location: McCall Airport Reports to: City Manager
WORKING CONDITIONS/ENVIRONMENT
Office located at airport. Handicap accessibility. Local area travel is required. Must provide own transportation, and
have access to a home telephone.
POSITION SUMMARY
Responsible for the operation, administration, supervision and maintenance of the McCall Airport. Works under the
guidance and direction of the City Manager. Supervises projects at Airport to insure safe, timely, and cost effective
completion. Performs other duties as assigned or required by the position. This is a full-time position, however, the
operations at the airport are seasonal with a substantial increase in operations during the summer months. The
employee will dedicate most time to the airport or as assigned by the City Manager.
EMPLOYMENT STANDARDS
ESSENTIAL
• Possession of a Pilots Certificate is desired but not required.
• Knowledge and ability to make minor repairs to Airport lights, fences, and other equipment.
• Knowledge of Airport and real estate management including leases and contracts.
• Knowledge of aviation planning, financing and grant programs.
• Knowledge of Airport maintenance requirements to include necessary supplies, materials and equipment.
• Knowledge of the principles of marketing and economic development desired.
• Ability to communicate effectively both verbally and in writing.
• Ability to negotiate with persons of varied interests and backgrounds.
• Ability to project costs and expenditures.
• Ability to coordinate numerous functions to achieve success in a variety of projects.
• Ability to analyze problems and formulate workable solutions.
• Ability to maintain effective working relationships with the Airport tenants, contractors, the Airport Committee, the
City Council and other City Officials, the Federal Aviation Agency, State Agencies, the general public and
numerous other entities.
• Ability to project the potential of the Airport to prospective tenants and other interested parties.
• Knowledge and ability to use Microsoft applications in a Windows environment on a PC.
ADDITIONAL
• Valid Idaho Driver's License and a licensed vehicle to perform Airport functions.
• Uphold professional and aviation industry standards and ethics.
• Must complete and pass a pre -contract drug test and participate in random drug tests from time to time.
• Must comply with OSHA requirements in the maintenance of the Airport.
• Possess or ability to obtain Class B commercial drivers license.
• Any combination which will insure the effective accomplishment of the required duties.
DUTIES and Responsibilities

• Informs Airport Committee and City Manager on Airport operations, special projects, leases, contracts and other
pertinent information.
• Presents Airport Committee recommendations to the Mayor and City Council.

Questions for Airport Manager applicants
1. Since the Airport Manager position is offered as a part time contract, how do you feel
about responding to critical airport issues after hours?
2. Describe .your other perssonal and business activities and discuss the amount of time
you have available for airport management.
3. Describe your ability or experience related to working with city government including
planning, budgeting and purchasing ¬ions.
4. Do you have a basic knowledge of pavement and lighting systems?
5. Discuss your practical skills related to airport maintenance and repairs.
6. What is your knowledge of real estate acquisition and leasing?
7. What are your computer skills? Will you need clerical and administrative support
initially?
g. Are you familiar with snow removal, safety, fire and rescue procedures?
9. Do you have administrative experience?
10. What is your aviation background?

Re: AIP 06 AND AIP 07 PROJECTS
Per my phone conversation today with Kevin Bissell, Toothman Orton —
Boise, the following information was obtained.
AIP 06 and AIP 07 are essentially one project the City of McCall
undertook

FAA only had enough budgeted funds to cover the major portion of the

project and thus budgeted grant funds were received to cover AIP 06
FAA did find some discretionary funds and thus issued a grant to cover
the other portion of the project under AIP 07
• All payments to Toothman Orton have been made — nothing is due
(This included payments for as built drawings — apparently not received)
• All payments to Roberson have been made — nothing is due
• Only a retainage of $46,300.82 is due Seubert — all other payments have
been made
• Seubert needs to issue lien releases for all construction before the
retainage is to be paid
• Seubert needs to provide lien releases to Toothman Orton

• Toothman Orton can not do a final report on AIP 06 and AIP 07 until the
lien releases are received and retainage finalized — there will be one
report for the project
• All as built drawings are to be included in the Toothman Orton final reprot
• As built drawings will need to be signed off by City staff (presumably City
Engineer)
• Toothman Orton has issued certificates of final completion — there were
four schedules - sent to Brian Olson — per the phone conversation a copy
of each has been requested from Toothman Orton
