Mr. Fereday seconded and the motion carried unanimously. The next regular Committee meeting will be March 3, 1999. Adiournment Mr. Anderson moved to adjoum. The meeting was adjourned at 2:00 PM. wuogC,,� Sid retary Chair CITY OF MCCALL POSITION DESCRIPTION Position Title: Airport Manager Department: Airport Specific Location: McCall Airport Reports to: City Manager WORKING CONDITIONS/ENVIRONMENT Office located at airport. Handicap accessibility. Local area travel is required. Must provide own transportation, and have access to a home telephone. POSITION SUMMARY Responsible for the operation, administration, supervision and maintenance of the McCall Airport. Works under the guidance and direction of the City Manager. Supervises projects at Airport to insure safe, timely, and cost effective completion. Performs other duties as assigned or required by the position. This is a full-time position, however, the operations at the airport are seasonal with a substantial increase in operations during the summer months. The employee will dedicate most time to the airport or as assigned by the City Manager. EMPLOYMENT STANDARDS ESSENTIAL • Possession of a Pilots Certificate is desired but not required. • Knowledge and ability to make minor repairs to Airport lights, fences, and other equipment. • Knowledge of Airport and real estate management including leases and contracts. • Knowledge of aviation planning, financing and grant programs. • Knowledge of Airport maintenance requirements to include necessary supplies, materials and equipment. • Knowledge of the principles of marketing and economic development desired. • Ability to communicate effectively both verbally and in writing. • Ability to negotiate with persons of varied interests and backgrounds. • Ability to project costs and expenditures. • Ability to coordinate numerous functions to achieve success in a variety of projects. • Ability to analyze problems and formulate workable solutions. • Ability to maintain effective working relationships with the Airport tenants, contractors, the Airport Committee, the City Council and other City Officials, the Federal Aviation Agency, State Agencies, the general public and numerous other entities. • Ability to project the potential of the Airport to prospective tenants and other interested parties. • Knowledge and ability to use Microsoft applications in a Windows environment on a PC. ADDITIONAL • Valid Idaho Driver's License and a licensed vehicle to perform Airport functions. • Uphold professional and aviation industry standards and ethics. • Must complete and pass a pre -contract drug test and participate in random drug tests from time to time. • Must comply with OSHA requirements in the maintenance of the Airport. • Possess or ability to obtain Class B commercial drivers license. • Any combination which will insure the effective accomplishment of the required duties. DUTIES and Responsibilities ESSENTIAL • Informs Airport Committee and City Manager on Airport operations, special projects, leases, contracts and other pertinent information. • Presents Airport Committee recommendations to the Mayor and City Council. Last Revised: 01/08/1999 1 " Negotiates contracts and leases involving the Airport and ensures compliance with the terms of all tenant leases. " Prepares and administers the Airport budget. Coordinates with the Administrative and Finance Departments on pertinent budget matters. " Makes recommendations on future Airport development, capital improvement programs and Airport Master Plan updates. " Coordinates with Planning and Zoning on land use planning around the Airport. " Acts as the Safety Supervisor during Airport construction projects. Coordinates with engineers, contractors, and other personnel involved in the project. " Coordinates with Police and Fire Departments on matters of security and fire protection at the Airport. " Acts as the City Representative in matters regarding public relations and Airport marketing. " Supervises Airport contractors to insure proper performance of duties. " Arranges for repairs to Airport lighting systems and other Airport facilities. " Coordinates air shows and special functions at the Airport. " Updates Airport Rules and Regulations and Minimum Standards as required. " Serves on committees and boards representing the Airport and City. " Perform snow removal during winter on airport property. " Public Works duties include but are not limited to those performed at the airport. In the event the Airport Manager becomes aware of any apparent violation of municipal, state, or federal regulations, he/she shall report the details to the City Manager, who will ensure the Chair of the Advisory Committee is informed. The Airport Manager shall act to promote aviation activity and good public relations between the community and airport users. PRODUCTION PERFORMANCE MEASURES: " Posts the agenda 72 hours prior to the meeting to all Committee members for regular monthly Airport Committee meetings. " Posts the agenda 24 hours prior to the meeting to all Committee members for special meetings. " Prepares and coordinates applications for Airport improvement programs. Monitors FAA payments and matching funds for these programs. " Inspects the Airport on a weekly basis noting condition of windsocks, lights, runways and taxiways; keeps a written record of these inspections that meets all FAA inspection requirements. " Staffs Airport Advisory Committee meetings (minutes, etc.). CRITICAL TIME PERIODS: " Prepares and distributes the agenda for all Airport Committee meetings in a timely manner. " Prepares and distributes minutes of all Airport Committee meetings and maintains a record thereof in a timely manner. " Submits monthly financial statements to the Airport Committee, at the regularly scheduled monthly meetings, that reflect month end balances in all accounts, revenue received, month ending expenditures, and fiscal year to date revenue and expenditures. ADDITIONAL " Ability to climb stairs. " Ability to walk. AIP 06 and AIP 07 are essentially one project the City of McCall undertook ................................. As the Public Works Director for the City of McCall and a former airport snowplow operator, I would like to express concem for the condition of the airport runway lighting system. As I recall, about fifteen years ago the Idaho National Guard, on a weekend maneuver project, installed the existing system. I believe the existing transformer is federal surplus. • This system has served its usefulness but it needs replacing. In the last few years, we have experienced interrupted service and found ourselves hiring an electrician to troubleshoot the various problems. These problems were mostly corrosion and wiring insulation. I would urge the committee to ask the airport engineer to research a flush mounted, .airport runway lighting system. Currently, snowplow operations could be completed one-third sooner if not for the problems experienced plowing around these lights. This would also decrease exposure time for pilots and snowplow operations on the runway. Approximately 5-years ago, the Public Works Department relocated the rotating beacon tower. At that time, a licensed electrician replaced the wiring and control panel. However, the beacon is now squeaking and grinding and should be replaced. I feel that in a short time it will fail. MsnasIhs/salsenAPLts02M 1/99.doc In addition, the current windsock has three lights that poorly illuminate it and actually do a better job of blinding the pilots during night operations. I would suggest replacing the windsock with the new style that is illuminated intemally and quite visible. Please feel free to contact me at 634-5580 regarding these issues.
