A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARSON, CALIFORNIA, SUPPORTING THE "PROTECT OUR
FAMILIES" CAMPAIGN
WHEREAS, according to the Pew Hispanic Center, in 2011, there were 11. 1 million
unauthorized immigrants living in the United States-, and
WHEREAS, deportations have reached record levels under President Obama, rising to an
annual average of nearly 400,000 since 2009; and
WHEREAS, according to Congress members Raul M. Grijalva and Yvette Clarke,
although the Obama Administration reportedly prioritized deporting only criminals, many
individuals with no criminal history have been consistently deported; and
WHEREAS, increased deportations and a continuously broken immigration system
exacerbate the living conditions of U.S. citizen children whose parents have been deported; and
WHEREAS, separation of children from their parents, irrespective of immigration status,
always results in severe consequences for young children who are left with no parental guidance
or care and a highly unstable financial situation; and
WHEREAS, as immigration continues to be at the center of national debate, President
Obama and congress must implement a more humanitarian immigration policy that keeps
families together, and
WHEREAS, California is home to approximately 10.3 million immigrants of which
approximately 2.6 million are unauthorized to live in the U.S.; and
WHEREAS, many members of Congress recently signed a letter requesting President
Obama to suspend any further deportations; and
WHEREAS, it is necessary to expand the protections of our future citizens that were
established by the Deferred Action for Childhood Arrivals program and grant it to the family and
neighbors and all those who have made their lives here but are yet to be fully recognized; and
WHEREAS, Los Angeles County is home to large number of unauthorized immigrants
from all parts of the world, the City should therefore make it a priority to keep families together
and continue to press Congress and President Obama for a solution to our broken federal
immigration system.

NOW, THEREFORE, BE IT RESOLVED, that the City of Carson, hereby urges
President Obama to take administrative action to suspend any further deportations of
unauthorized individuals with no serious criminal history, extend the Deferred Action for
Childhood Arrivals program to all eligible undocumented members of immigrant families, and
end the firings of undocumented workers by ending the 1-9 audits and the use of the E -Verify
system.

SUBJECT: CONSIDER RESOLUTION NO. 14-006 WHICH CALLS UPON PRESIDENT OBAMA
TO STOP THE SEPARATION OF FAMILIES DUE TO IMMIGRATION
DEPORTATIONS, URGES SUSPENSION OF FURTHER DEPORTATIONS OF
UNDOCUMENTED IMMIGRANTS AND EXTENDS THE DEFERRED ACTION FOR
CHILDHOOD ARRIVALS PROGRAM

This item is on at the request of Councilmembers Gipson and Robles, City
Treasurer Avilla. and City Clerk Gause.
Tonight the Carson City Council is asked to support Resolution No. 14-006, which
calls on President Obama to stop the separation of families due to immigration
deportations, urges suspension of further deportations of undocumented
immigrants and supports the expansion of the Deferred Action for Childhood
Arrivals (DACA) program, and supports putting an end to the firings of
undocumented workers (Exhibit No. 1).
11. RECOMMENDATION
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 14-006, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, SUPPORTING THE PROTECT OUR FAMILIES
CAMPAIGN"
2. DIRECT staff to transmit an executed copy of the resolution to (1) Mr.
Armando Vazquez -Ramos, California -Mexico Project, CSULB (2)
Congressman Ra�fl M. Grijalva (AZ) and (3) Congresswoman Yvette Clarke
(NY).
ALTERNATIVES
TAKE another action the City Council deems appropriate.
IV. BACKGROUND
According to the Pew Hispanic Center, in 2011, there were 11.1 million
unauthorized immigrants living in the United States and deportation rates have
reached record levels under President Obama, rising to an annual average of

prioritized deporting only criminals, many individuals with no criminal history
have been consistently deported (Exhibit No. 2). Increased deportations and a
continuously broken immigration system exacerbate the living conditions of U.S.
citizen children whose parents have been deported. The separation of children
from their parents, irrespective of immigration status, always results in severe
consequences for young children who are left with no parental guidance or care
and a highly unstable financial situation.
Undocumented workers have been fired from their jobs by means of 1-9 audits and
the use of the E -Verify system, both of which are methods for enforcing employer
sanctions. President Obama and his administration have the power to discontinue
this method of enforcing immigration law' by ending the practice of using 1-9
audits and E -Verify to identify undocumented workers in the workforce, send
those lists of workers to employers, and order employers to fire them.
The City of Carson in calling on the Obama Administration to take action to (1)
suspend further deportations of undocumented immigrants with no serious
criminal history, (2) extend the DACA program to all eligible undocumented
members of immigrant families, and (3) end the firings of undocumented workers
by ending the 1-9 audits and the use of the E -Verify system.

Dear Mr. President,
We write to follow up on our letter dated December 5, 2013. In that letter, 29 Members of
Congress expressed support for an immediate suspension of deportations while the U.S.
Congress considers legislation to regularize the status of the 11.7 million undocumented
immigants in the U.S. today. Since then, 6 other Members of Congress have joined us and local
officials from across the U.S., including Los Angeles and San Francisco, have filed resolutions in
support.
As your administration nears an astounding 2 million deportations, we write again to reiterate
our initial request and inquire into additional steps the White House can take to provide relief to
the millions of Americans in Waitii7g who live and work among us. There is a great urgency to
secure avenues for humanitarian relief for the millions of families that are currently suffering
under the fear of detention and deportation and being subject to widespread violations of labor
and civil rights. Embracing administrative solutions to provide categorical relief from
deportation is critical to alleviate suffering today.
As a first step in providing relief and paving the way fbmard on the path toward reform, we call
for a suspension of deportations for all immigrants placed into deportation proceedings in
Arizona following the enactment of SB 1070, as well as Legal Pen-nanent Residents deportable
for criminal offenses. As the U.S. Justice Department, the federal courts, and numerous civil
rights inquiries have demonstrated, there are serious questions as to the lawful nature of
thousands of arrests and detentions in Arizona, including many that have already resulted in
deportations. Arizona presents a specific case in which an immediate suspension of deportations
should be uncontroversial.
An additional common-sense first step for widespread relief is to immediately cease issuing
immigration detainers ("ICE holds") to individuals in the custody of Arizona law enforcement
agencies until section 2(b) of SB 1070 (the so-called "show -me -your -papers" section) is
eliminated or enjoined by federal courts. A freeze on ICE holds in other problem jurisdictions,
including Knox Count in TIN and Gwinnet and Cobb Counties in GA, is similarly warranted.

That the Executive branch has the authority to provide substantial relief is uncontroversial. There
is a consensus in Washington that the current immigration system is inhumane and unacceptable,
in addition to being wasteful and ineffective. If we act according to our principles, the first step
toward a reform must be to provide humanitarian relief
Every day that goes by is another day that one thousand people are taken away from their
families and another day that we have failed in our commitments to immigrant families.
We respectfully request a response at your State of Union address. We look forward to working
with you toward relief for our families.
