A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY, CL•LIFFOR.NIA,
INSTRUCTING THE CITY MANAGER TO PUB-
LISH NOTICE INVITING BIOS FOR INSTALLA-
TIOP! OF TRAFFIC SIGNALS
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES RESOLVE AS
SECTION 1. The City Manager is.hereby instructed to publish
notice inviting bids in accordance with Section 37903 of the Govern-
ment Code of the State of California in regard to the installation of
pre -timed traffic signals on Las Tunas Drive at Primrose Avenue and at
Camellia Avenue; and pre -times traffic sicnals with highway safety --- .
lighting at Temple City Boulevard and Olive Street.
SECTION 2. Notice Inviting Bids, pursuant to Section 1 shall
be in the exact form of the notice attached to this Resolution, marked
Exhibit "A" and made a part hereof as though set forth in full.
SECTION 3. All bids shall be in accordance with the afore -
described Notice Inviting Bids (Exhibit "A ").
SECTION 4. Upon opening of bids received pursuant to Se.ct.ior,
2 the City Manager is authorized to award the contract to the lowest
competent bidder who has complied with all bid requirements.

NOTICE INVITING BIDS
Notice is hereby given'that sealed bids will be received by the City Coun-
cil of the City of Temple City, in the office of said City Council in the
City Hall, Temple City, California, until 2:00 o'clock In on Dec. 28 ,
1961, for the installation of pre -timed traffic signals on Las Tunas Drive
at Primrose Avenue, and at Camellia Avenue; and pre -timed traffio signals
with highway safety lighting at Temple City Boulevard & Olive Street
in accordance with the provisions of the Plans and Specifications therefore which
are filed in the aforementioned office of said City Council.
Proposals must be submitted on the blank forms, prepared and furnished for
the purpose, which may be obtained at the City Hall, 96614 E. Las Tunas Drive,
Temple City; at which office bidders may also obtain copies of the Plans and
Specifications for the contemplated work upon payment of $5.00 plus 20 cents
State Sales Tax per set. Such payment, however, will not be refunded, and the
Plans and Specifications so obtained need not be returned.
Each submitted proposal must be accompanied by either a certified or cashier's
check, or a surety bond, payable to the City of Temple City, in an amount equivalent
to at least ten (10) percent of the total aggregate bid price of such proposal, as
a guaranty that the bidder, if his proposal be accepted, will enter into and
execute the awarded contract, and furnish the required ponds in connection there-
with, in accordance with the terms of the aforementioned Specifications. In the
event that a surety bond is submitted in lieu of a check, it shall be subject
to the condition that a surety thereon be approved by the City Manager and City
Attorney.
The City Council reserves the right to reject any or all bids, and to waive
technical errors and discrepancies, if to do so seems to best serve the interests
of the City.
Pursuant to the provisions of Section 1770 to 1777, inclusive, of the Labor
Code of the State of California, the City Council has ascertained the general
prevailing rate of per diem wages for each craft or type of workman needed to
execute the proposed contract, and it will be required that not less than said
rates be paid to all such workmen employed or engaged on the work. The rates so
ascertained are as follows:

The foregoing prevailing wage schedule is based upon a working day of eight
hours and in the event that laborers, workmen, or mechanics are employed less than
eight hours per day. The rate of per diem wages shall be deemed to be that
fraction of the foregoing rates that the number of hours of employment bears to
eight. Provided, that overtime rates, rates of pay for Saturdays, Sundays and
holidays shall apply to those holidays as recognized in the collective bargaining
agreement applicable to the particular craft, classification or type of workman
employed on the project. Provided, however, that notwithstanding the general
provisions hereinabove set forth, the straight rates as specified for flagmen,
guards or watchmen shall be applicable to a maximum of eight (8) hours of
employment per calendar day, including Saturdays, Sundays and holidays, for a
total of not over forty (110) hours per week, but that not less than one and one -
half (1) times such specified rates shall be paid said flagmen, guards or
watchmen for any time worked in excess of eight (8) hours per day or forty (40)
hours per week.

The rate of compensation for any classification not listed in the
schedule, but which may be required to execute the proposed contract, shall
be commensurate and in accord with the rates specified for similar or comparable
classifications or for those performing similar or comparable duties. Wages to
be paid apprentices employed or engaged on the work shall be determined in the
manner provided by Section 1777.5 of the aforementioned Labor Code.
SPECIAL INSTRUCTIONS TO BIDDERS: Bidders must satisfy themselves by
personal examination of location of the proposed work and by such other means
as they may prefer as to the actual conditions and requirements of the work,
and shall not at any time after submission of the bid dispute, complain, or
assert that there was any misunderstanding in regard to the nature or amount of
work to be done.
