Leesburg’s Purchasing Officer Reelected to National Institute
of Governmental Purchasing (NIGP) Board of Directors
Leesburg, VA (March 15, 2010) – Kathy Elgin, Chief Purchasing Officer for the Town of
Leesburg, has been elected to serve a second term on the board of directors for the National
Institute of Governmental Purchasing (NIGP).
Kathy Elgin has been employed by the Town since September 1999. She is a Certified
Professional Public Buyer (CPPB) and a Certified Professional Procurement Officer (CPPO).
Kathy has been an active leader in public procurement for almost twenty years, serving the
Virginia Association of Governmental Purchasing (VAGP) and the National Institute of
Governmental Purchasing (NIGP) on various committees and governing boards. She was the
2001 VAGP President and has served as the Commonwealth of Virginia’s representative on the
NIGP Board since July 2007

professional organizations because it keeps them – and by extension, the Town – on the cutting
edge of best practices. Kathy’s election to the board of directors for NIGP illustrates the
leadership role she has taken in her profession. Her work touches every department in the
Town, and she has been instrumental in continually improving the Town’s procurement
processes,” said John Wells, Leesburg’s Town Manager.

promote public procurement practitioners through premier educational and research
programs, technical services and advocacy initiatives. Based in Herndon, Virginia, NIGP was
founded in 1944 and now serves over 2,600 member agencies and 16,000 individual
procurement professionals.
