HomeMy Public PortalAboutMinutes-08/27/2013 CITY OF TIFFIN —WORK SESSION MINUTES The Tiffin City Council met in a work session on Tuesday, August 27, 2013 at the Tiffin Fire Department Meeting Room. Mayor Berner called the meeting to order at 6:34 p.m. Roll Call vote: Mayor, Joann Kahler, Mike Ryan,Jim Bartels, Peggy Upton (6:38 p.m.), Royce Phillips . Also present: Engineer Carhoff and Administrator Jackson. Motion Ryan to approve the agenda, seconded Kahler. Motion carried. LCWF land swap area at City Park-discussion regarding:flood zone, parking, size of lot(in-between Right-Of-Way), bringing in clean dirt to the flood plain area (Hart-Frederick to apply to DNR for permit), DNR rules and regulations. Turn lanes on HWY 6—discussion regarding:traffic generation, MMS is asking for some financial assistance for the turn lanes, MMS would like to know what Council has planned for turn lanes, MMS estimates$265,000 for 450' length turn lane accommodate a 55 mph speed limit. Phillips commented State will give some financial assistance. If the City assists financially it will be around $132,000 for a 50%buy-in choice,any other breakdown percentage will change the financial assistance number. Additionally,the City should look into a turn lane into the City Park.Administrator Jackson to check with Attorney about making Willow Ridge a two-phase development and also Northland Securities to see if they can come to discussion our financial options. Option 1:Temporary Croell Avenue to Highway 6 with turn lanes for the next 10 years until City comes up with a HWY 6 plan. Option 2: Go ahead with project as is and see if the city is willing to help with some financial assistance. Prairie Trail West entrance-discussion regarding: safety issues, possible TIF rebate.The developer went to the School Board to discuss the option to get a portion of land deeded to match up with the Deerview entrance; that should be on their September agenda for a decision. Jasper Avenue Watermain-discussion regarding:water main should be in the ROW on Jasper, saves the developer money from putting in 2 lines and only paying half price of the upgrade to the 12" line on Jasper in the front of the property. Getting an archeological site reviewed. Hart-Frederick to design the alternates to get to Jasper from the water tower. Easements needed from High Development.
