Members Present Lori MacNichol Rick Fereday Mike Anderson Ray Franz Attendees Geoffrey Rowe (Airport Manager) John Wolf Mike Doris Marilyn Arp Bill Robertson Cris Keith Allan Derr Jerry Robinson Minutes Of Previous Meetino(s) Lori MacNichol moved to approve the minutes of June 2, 1999. Mike Anderson seconded and the motion carried unanimously. Business Review and adoption of revised Minimum Standards: Geoffrey Rowe gave a summary of the methodology he used to write the revised standards. He referenced five other airports and consulted with the FAA to ensure the standards met the recommendation in FAA Advisory Circular 150/5190-1A. Mike Anderson would like the Minimum Standards to be a separate document that contains only standards and excludes any type of rules or airport operating procedures. Ray Franz liked the idea of having everything in one document. The Airport Manager stated he had no objection to separating the Minimum Standards from operating rules and other airport procedures. He also stated he could prepare a separate guide containing airport operation procedures. Mike Doris stated the Minimum Standards from 1976 required MATCO to have specific square footage. He feels the proposed Minimum Standards are a step backwards and are less restrictive than the current standards. He feels this will harm his business and ruin the significant investment he has in his operation. He also pointed out that the current Minimum Standards state the AAC may request an economic feasibility study to determine if a potential lessee will be able to operate without harming other FBO's who are already established. Allen Derr (Attomey for MATCO) stated the Minimum Standards should be written to preserve stability. Jerry Robinson fells the proposed standards don't protect the current FBO's and the airport does not have enough potential fuel sales to justify a self -fueling station. The Airport Manager pointed out that AAC is scheduled to debate the self -fueling issue after they address the Minimum Standards. He thinks the current discussion should be directed at adopting a set of Minimum Standards that not only protects the current FBO's but also ensures the airport does not have a set of standards that are unreasonable and create a monopoly. The Airport Manager wants to ensure the total spirit of the Advisory Circular achieved by providing standards to protect and preventing unreasonable standards from stifling future competition and growth. The AAC then reviewed the proposed Minimum Standards line by line and requested the Airport Manager make the changes for review prior to the next City Council meeting. Mike Doris requested the AAC preserve the economic feasibility requirement in any new standards that may be adopted. The Airport Manager stated he would add this and the AAC agreed to the addition. Action: The Airport Manager will revise the proposed Minimum Standards and request FAA review. John Wolfs lease request: The AAC discussed Mr. Wolfs lease request. Lori MacNichol recommended the AAC position remains the same regarding the lease but John Wolf would have to conform to any new or changed minimum standards. Other AAC members agreed no vote would be needed since it was approved at the last meeting. John Wolf stated he would comply with any new standards. Cris Keith recommended the Airport Manager conduct a survey of other airports. Action: The Airport Manager will conduct a phone survey of the other airports to gain greater knowledge and present his findings at the next AAC meeting. Adjournment Lori MacNichol moved to adjourn.
