HomeMy Public PortalAbout14-028RESOLUTION NO. 14-028 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY REINSTATING THE CLASS SPECIFICATION FOR THE PLANNING MANAGER POSITION WHEREAS, the Director of Human Resources is authorized and directed under provisions of Sections 2797.1 and 2797.3 of the Carson Municipal Code to prepare and recommend position classification and compensation plans, after consultation with the affected Department Directors, which becomes effective upon approval by the City Council. WHEREAS, Rule III of the City of Carson Personnel Rules provides that modification to the classification plan, embodied in Resolution No. 77-111, shall be made only after the Director of Human Resources consults with the affected Department Directors and affected recognized employee organizations. WHEREAS, the Human Resources Officer, acting in lieu of the Director of Human Resources, has consulted with the affected parties concerning this classification. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, HEREBY FINDS, DETERMINES AND RESOLVES AS FOLLOWS: Section 1. The above recitals are true and correct. Section 2. The reinstatement of a Planning Manager position is hereby approved effective March 19, 2014. Section 3. The class specification for Planning Manager, Salary Range 171 — S8,627.00 -$11,009.00, assigned to the Association of Management Employees, is hereby adopted. SUMMARY In 2009, the City Council amended the Classification Plan to create the classification of Planning Officer which replaced the existing Planning Manager classification. Associated with that action was establishing the salary for the Planning Officer position at range 172 in the Unclassifed Management Employees' Unit. Following the recent resignation of the Planning Officer, the City has reviewed the Planning Division's staffing needs and determined it appropriate to reestablish the Planning Manager classification and establish the salary at range 171 ($8,627 - $11,009) in the Association of Management Employees (AME) Unit. II. RECOMMENDATION WAIVE further reading and ADOPT Resolution No. 14-028, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY REINSTATING THE CLASSIFICATION SPECIFICATION OF PLANNING MANAGER AND REMOVING THE POSITION OF PLANNING OFFICER FROM THE CITY'S CLASSIFICATION PLAN." III. ALTERNATIVES TAKE any other action deemed appropriate. IV. BACKGROUND In accordance with the City's Personnel Rules, classification specifications (class specs), must be adopted by the City Council in order to establish the essential job duties, knowledge, skills and abilities and qualification guidelines that are required for each position. As there is no incumbent in the Planning Officer position, the essential functions and duties of the reinstated Planning Manager classification, as well as the lower salary range, will be used for recruitment. The Planning Manager position is responsible for managing one or more major programs of the Planning Division of the Community Development Department and is responsible for the supervision, training and evaluation of subordinate staff. FISCAL IMPACT Funds for this item were included in the FY 2013/14 budget at the higher Planning Officer range, therefore, if the position is approved, the difference in the annual salaries will only be $108.00; this is because of severe compression caused by the 2.4% COLA given to AME employees in 2010, which was not given to Unclassified employees. However, additional savings of approximately $5,313.00 will result from the lesser benefits currently afforded under the AME MOU as compared to the benefits afforded under the Unclassified Resolution of Benefits. In actuality, the immediate savings will be greater due to the fact that the former incumbent employee was at.
