HomeMy Public PortalAbout14-034RESOLUTION NO. 14-034 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING THE NEW JOB SPECIFICATION FOR THE SENIOR COUNCIL FIELD REPRESENTATIVE POSITION WHEREAS, the Director of Human Resources is authorized and directed under provisions of Sections 2797.1 and 2797.3 of the Carson Municipal Code to prepare and recommend position classification and compensation plans, after consultation with the affected Directors, which become effective upon approval by the City Council. WHEREAS, Rule III of the City of Carson Personnel Rules provides that modification to the classification plan, embodied in Resolution No. 77-111, shall be made only after the Director of Human Resources consults with the affected Directors and affected recognized employee organizations. WHEREAS, the Human Resources Officer, acting in lieu of the Director of Human Resources, has consulted with the affected parties concerning these classifications. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, HEREBY FINDS, DETERMINES AND RESOLVES AS FOLLOWS: Section 1. The above recitals are true and correct. Section 2. The reclassification of one Council Field Representative position to a Senior Council Field Representative position is hereby approved, effective April 12, 2014. Section 3. During the discussion of these additional positions, staff was directed to reclassifiy one of the full-time positions to provide for supervision, schedule coordination, and team development of the Council Field Representatives. Consequently, Resolution No. 14-043 (Exhibit No. 1) in reference to the reclassification of one of the Council Field Representatives to Senior Council Field Representative is being presented for approval. RECOMMENDATION TAKE the following actions: i . WAIVE further reading and ADOPT Resolution No. 14-034, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING THE NEW JOB SPECIFICATION FOR THE SENIOR COUNCIL FIELD REPRESENTATIVE POSITION." 2. APPROVE the reclassification of the most tenured incumbent from Council Field Representative to a Senior Council Field Representative. ALTERNATIVES Take any other action deemed appropriate. IV. BACKGROUND On March 18, 2014, the City Council approved the addition of two part-time Council Field Representatives to augment the existing authorized three full-time rity of Carson Report to Mayor and City Council April 1, 2014 positions. During the discussion of these additional positions, staff was directed to reclassifiv one of the full-time positions to provide for supervision, schedule coordination, and tearn development of the Council Field Representatives. Consequently, the reclassification of one of the Council Field Representatives to Senior Council Field Representative is being presented for approval. The attached job specification of Senior Council Field Representative (Exhibit No. 2) has been created to incorporate the addtional duties of supervision, coordination and team development. The individual in the Senior classification will also continue to be responsible for those duties normally associated with the subordinate classification of Council Field Representative (Exhibit No. 3). The Senior Council Field Representative will be an At -Will, Unclassified, Exempt position. As the most tenured Council Field Representative meets all the requirements of the newly created classification and has been performing supervisory duties, the City Council is requested to approve the reclassification of the most tenured Couricil Field Representative to a Senior Council Field Representative, effective L'_', 20i4. Since the recent hire of the two full-time Council Field Represen.tatives, the most tenured incumbent has assumed responsibility for coordinating schedules, directing less tenured staff and providing direc�lon and supervision. With the addition of two part-time Council Representatives, this person will also be responsible for supervising and leading the work of the two part-time Council Field Representatives. The proposed salary range for this position is 151 ($5,58347,124) which is approximately 7.5% above the Councl Field Representative salary range, V. FISCAL IMPACT The estimated annual increase for the Senior Council Field Repressentative position is $5,544.00. The additional costs can be absorved within the current budget. V1.
