Let me tell you a brief history of my original employment when Key Biscayne became incorporated. At that time, I had been taping the pre -incorporation meetings at no charge to the Committee for Incorporation. After incorporation, then Council member Cliff Brody and I established a schedule of payment for the taping of Council meetings and any other video related work de eccs_saYy by the Village Council. The price structure at that time was and still ' $265.00 per ----- three (3) hour meetu.g, plus $65.00 per hour £r any overtime incurred. I am proposing that for the first year of the three (3) year contract that this remain status quo. The second year the fee for the three hour meeting would become $2 70.00 with the third year at $2 75.00. (---- - -- Over the past five years, I have made a sizable investment to update my video equipment to provide the Village with the best possible product available. I therefore would ask you to consider the enclosed contract. I have asked for a three(3) year contract at the price structure as stated above. Sam e1 ssinger Village nager RE: Videographic Contract Since 1991, Mr. Frank Garisto has provided videographic services to the Village at a cost of $265.00 per meeting up to 3 hours. After 3 hours, the rate is $65.00 per hour. For other work, the rate is $65.00 per hour. I am recommending that a three (3) year contract be approved in order to permit our contractor to purchase additional equipment to improve the video productions. Also, the meeting rate should be increased as follows: 1997: $265.00 per meeting 1998: $270.00 per meeting 1999: $275.00 per meeting The contractor work has been very professional. BOX 490338 KEY BISCAYNE, FL. 33149 (305) 361-5040 PROPOSAL To establish an audience. To instill into residents of Key Biscayne that channel 99 is "their" channel. To facilitate dissemination of any and all government information to the residents of the Village of Key Biscayne, I propose: 1. Produce a 60 minute video of scenes easily recognizable by residents. These well designed and beautifully composed vignettes would encompass an area from the "toll booth" to the "light house" and all points in between. ie: shopping centers, Village Green, etc. The cost of producing this film would be a one time buyout. 2. The above mentioned film would provide a "background" over which any and all information could be scrolled on a continuous basis. Upcoming events could be broadcast to the residents such as meeting times, special events, etc. 3. Channel 99 would in effect become the "official newspaper and informational source" of the Village of Key Biscayne who would be able to edit and exercise control over the content. 4.The production cost for the background, 60 minute video would be $975.00, a one time purchase. 5. Each week or whatever time decided by the Village Government, I Frank Garisto would create the "scroll" of information given to me by The Village, then transfer over the original background and facilitate the broadcasting of same on channel 99, Adelphia Cable. Each segment or rewrite would cost $150.00 and would last the full 60 minutes and be repeated 24 hours a day. 6. I believe that this method of reaching the residents of Key Biscayne is very cost effective and will achieve more in the way of informational dissemination than would newsletters andrsimilar devices.
