CITY OF TIFFIN - Minutes Special Council Meeting
The Tiffin City Council met in special session on Wednesday,September 18,2013 at the Tiffin Fire Department
meeting room. Mayor Berner called the meeting to order at 6:30 p.m. Roll Call vote:Mayor,Joann Kahler, Mike
Ryan,Jim Bartels, Peggy Upton, Royce Phillips.Also present:Administrator Jackson.
Motion Ryan to approve the agenda,seconded Kahler.All ayes. Motion carried.
Ordinance 2013-338 Amending the Zoning Ordinance for The Villages-Phase 2'Rezoning-15t Reading: Motion Ryan
to approve,seconded Kahler.Ayes=Bartels, Kahler, Ryan, Upton, Phillips. Reading passed.
Discussion and possible action regarding waiving the 2nd and 3rd readings of Ordinance 2013-338 for The Villages-
Phase 2 Rezoning:Phillips commented that Council prefers not to waive readings, but also does not want to
endanger the project. High Development stated the deadline is October 1,2013. Ryan states they prefer to wait'
Motion Kahler to approve waiving the 2"d and 3rd reading. Further discussion about putting the 2"d reading on the
09/25/13 agenda and then waiving the 3`d reading. Kahler withdrew her original motion. Council agreed to put the

2 reading of the Ordinance and a waive on the 3rd reading on the next Council agenda.
Ordinance 2013-339 Amending the Zoning Ordinance for The Villages—Phase 2 PAD-1st Reading: Motion Ryan to
approve,seconded Bartels.Ayes=Phillips, Upton, Ryan, Kahler, Bartels. Reading passed.
Discussion and possible action regarding waiving the 2nd and 3rd readings of Ordinance 2013-339 for The Villages-,
Phase 2 PAD:Ryan have 2nd reading on 09/25/13 agenda with a request to waive the 3rd reading.Council agreed.
„ Resolution 2013-169 Approving the Street Finance Report to IA DOT: Motion Ryan to approve,seconded Bartels.
Motion Upton to amend the 1927 date to 2027 on page 4"bonds notes&lones",seconded Bartels.Voting on
motion to amend:all ayes. Voting on resolution:Ayes=Bartels, Kahler, Ryan, Upton. Nay=Phillips. Motion passed.
