RESOLUTION NO, 63-289: Re- Granting zone variance to Gubler Orchid Co., 941 E. Broadway, with conditions. City Attorney Shatford recommended action on th i s P:esolut ion be held over one more meeting to give ,Mr. Gubler's attorney further time to check with his client, and he recommended it be tabled. M., Curb & Gutter, north side o-o Key West, Doreen to Pal Mal City Manager Woollett advised this petition covered 100% of the lineal footage. Councilman F i tz joh: moved to open the Public Hearing, Councilman Tyrell seconded, and carried. Mayor Nuna- maker asked if anyone wished to speak for or against this in- stallation. No one came forward to speak. Councilman Tyrell moved to close the Public Hearing, Councilman Fitzjohn seconded carried. Councilman Merritt moved to determine the improve- ment in the public interest and instruct the Supt. of Streets to cause the work to be done, Councilman Tyrell seconded, and carried by t',e Following roll call voce: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Tyrell, Nunamake. The City Manager advised the petition was signed representing 100% of the lineal footage. Councilman Tyrell moved to close the Public Hearin, Councilman Fitzjohn seconded, and carried. PUBLIC HEARING: 8 :15 P. M. Curb & Gutter, east side of Pal Mal from Arrowwood to Key West Councilman Fitzjohn moved to open the Public Hearing, Council- man Tyrell seconded, and carried. Mayor Nunamaker asked if any- one wished to speak for or against this installation. No one came forward to speak. The City Manager advised property owner: representing 100% of the lineal footac;e signed up. Councilman Fitzjohn moved to close the Public Hearing, Councilman Dickason seconded, and carried. Councilman Dickason moved to determine the improvement in the public interest and instruct the Supt. I of Streets to cause the work to be done, Councilman Tyrell se- conded, roll call-vote to carry as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Tyrell,Nunamaker NOES: Councilmen-None ABSENT: Councilmen, -None NEW BUSINESS: 9. July 22, 1963, Councilman Merritt seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker NOES: Councilmen-None ABSENT: Councilman - Tyrell c, South side Rancho Real, Sultana to north -south alley. Coun- cilman Dickason moved to set the Public Hearing for 3 :L :5 P. North side Olive, Rosemead to Sultana. Councilman Dickason moved to set the Public Hearing for 9:00 P. M. on July 22, 1963, Councilman Merritt seconded, roll call vote to carry as Follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker NOES: Councilmen -none ABSENT: Councilman - Tyrell 10.. RESOLUTION i0, 63 -296: Warrants & Demands Following discussion Councilman Merritt moved to adopt Resolu- tion No. 63 -296, warrants and Demands i°'o, 2735 through No. 2807 in the sum of $53,927.71, Councilman Fitzjohn seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker NOES: Councilmen -None ABSENT: Councilman - Tyrell 11, PROPOSED POLICY FOR INVESTMENT OF RESERVE FUNDS: The City Manager presented the proposed policy for investment of reserve funds recommending a single bank should handle all funds in order to maximize the return to the City of interest on these funds, Fees and charges paid to the City should be paid prior to the service performed, with maximum amount of money invested at all times and money should be made available for expenditure only when that expenditure must be made, and a re- port be made monthly by the Treasurer on status of reserves. It was also recommended when bonds are required for performance of work that a cash bond be required rather than a faitiiul per- formance bond, also several recommendations concerning deposit- ing of receivables and paying of bills. He advised he was re- questing the Council to set the policy and it then is the duty of the City Treasurer to carry it out. Councilman Merritt moved to approve the recommendations as set forth in the report and to adopt this policy as recommended, Councilman Fitzjohn second. ed and carried by the following roll call vote: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker NOES: Councilmen-None ABSENT: Councilman - Tyrell 476 Council Minutes, July 0, 1963, page 3 12. TRAFFIC COMMISSION RECOMMENDATIONS: item 7. Rosemead & Longden intersection: recommend approval of State Plan. Traffic Advisor Envall stated this was to up -grade this inter- section as proposed by the State, for north and south left -turn pockets at a total cost of $23,000., the State to pay $13,000. the County ;5,000. and this City $5,000. He advised the plans are not drawn yet and that it would probably be within 9 months to have the thing ready for bid. The City Manager advised if the Council is in favor they might indicate so with the proviso that no action be taken on behalf of the City until the Council has approved the funding of this project. Following! discussion Councilman Dickason moved that we go along with the recommenda- tion and approve the project on the proviso that fundin: will come at a later date, Councilman Tyrell seconded, roll call vote to carry as follows: AYES: Councilmen-Dickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Councilmen-None ABSENT: Councilmen -None Item 9. Longden Ave. & Encinata Re- alignment. Recommend consid- eration of 350 ft. radius plan as set down by engineer between Loma and Oak Ave. on Longden. Traffic Engineer Envall presented two sketches representing a 350 ft. and 500 ft. radius curve and advised the Commission felt the 350 ft. curve would be more practical and the cheapest as it doesnot involve a movement of houses. Following considerable discussion it was decided that Mr. Envall would report back later to the Council with a more definite report and study. Councilman Tyrell moved to table - until the meeting of the Council on August 12, Councilman Fitz- john seconded, and carried. Item 11. Crossing Guards - recommend 3 locations: 1 at Rosemead & Callita, 1 at Live Oak & Holly, 1 at Olive & Cloverly. Also to dispense with the Crossing Guard at Lower Azusa & Arden Dr. Councilman Tyrell moved to approve, Councilman Fitzjohn seconded, roll call vote to -carry as follows: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Counci lmen -'one ABSENT: Councilmen -None There followed considerable discussion concerning the up- grad -i -ng of the intersection at Lower Azusa Rd. & Arden Dr, with "Walk - Don't Walk" signals. The Traffic Engineer advised the City of Los Angeles and the County recommend these and this intersection warrants the installation. The City Manager suggested before the Council take action on this recommendation that the P.T.A. of that school and the school authorities be contacted .first. Councilman Tyrell moved to table, Councilman Fitzjohn seconded, and carried. Item 12. Recommend placement red curb marking between driveways north side of Las Tunas Dr, west of Rosemead and recommend in- stallation of STOP sign on Harker St. at north approach to - Broadway. Following discussion Councilman Tyrell moved to ap- prove both recommendations, Councilman Dickason seconded, roil call vote as -Follows: AYES: Councilmen-Dickason, Fitzjohn, Merritt, Tyrell, Nunamaker NOES: Courc i lme ; -jone ABSENT: Councilmen-None COMMUNICATIONS: 13. City Manager', ;oollett presented a request for charitable solici- tation from the C.P.T.A. of Holy Angels Catholic Church. Coun- cilman Tyrell moved to grant, Councilman Fitzjohn seconded, and carried. 14. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: Mrs. Helen Pilipovich, 9701 Craiglee St., requested clarifica- tion regarding; over -night parking not being allowed from 3 to 5 A. M. and not being able to park your car in the driveway. The City Manag;er-advised the City has an ordinance whereby you cannot park over -night in a public street, but you can park in your driveway w A ch the City is encouraging to get the cars off the street. 477 Council Minutes, July 8, 1963, page 4 Mr, Bob Jones, 5706 N. Sultana, advised that Sultana south of Longden widens and has a painted over double line, and in order to pass a car parked at the side it is necessary to cross the double line. The traffic engineer advised this has been brought to the attention of the Traffic Commission and will be considered at their next meeting. The City Manager advised they could consider this at their adjourned meeting to be held on Thursday, July 11, Mr, Richards, 9553 Longden, asked for information regarding the over -night parkin° and processing of permits, 15. MATTERS FROM CITY OFFICIALS: Councilman Dickason asked the City Attorney for a report regard- ing the drainage problem on Kauffman, Mr, Shatford advised the suit was filed on the basis it was a nuisance and tryinc to get the thing adjudicated between the property owners. That they are giving the property owners every opportunity to resolve the situation, also he had fairly reliable information concerning the real property on Lower Azusa that it may be sold and if so that undoubtedly will solve the situation with a subdivision or shopping area going in there. He also advised that he is in contact with he attorneys of the property owners. Councilman Dickason felt it still was a nuisance and a hazard and that the City should be in a position to re -open the case, and to see it brought to a conclusion° The City Attorney advised you are going to do a dis- service if you get a court order when we are hoping we can do it the other way. Councilman Fitzjohn commented about reading in the paper that we had a safe and sane 4th of July. Mayor Nunamaker referred to the SheriFF's Dept. making a shoe shine boy take his sign off the sidewalk and that the people were very indignant. He also asked regarding the various news stands which are on the sidewalk in various places in the City. The City Attorney advised that so far the City has not adopted an ordinance regarding newspaper racks. About the boy he is engaged in business and the sidewalk sign is prohibited, such signs have been ruled out, Mayor Nunamaker then brought up the question regardinc the bus benches and how unsightly they were. He felt the City possibly could purchase benches and paint them eliminating the various advertisements displayed on them. The City Manager will talk to the representatives of the bench company and see what the cost of the benches would be, and cost to maintain them, the liability etc., and report back to the Council. City Manager Woollett presented a charitable solicitation per- mit from the Boys Christian League to solicit ads for their annual publication called "The Line -Up ". Councilman Tyrell move to grant, Councilman Fitzjohn seconded, and carried. The City Manaoer requested the Council to set three additional Public Hearings for July 22, 1963, as Follows: the north side of Arrowood St. between Pal Mal & cul de sac at 9 :00 P.M., the south side of Arrowood St. between Pal Mal & Cul de sac at 9 :00 P. M,, the east side of Pal Mal, between Arrowood & Lora 9 :15 P. M. Councilman Tyrell so moved, Councilman Fitzjohn se- conded and carried. 16. ADJOURNMENT: Councilman Fitzjohn moved to adjourn, Councilman Merritt second- ed and carried. Council adjourned at 0 :45 P.
