@ @ITEM 2003 -08- 21 Special City Council Meeting
Mayor Walter Parker called the August 21, 2003 special meeting to order at 7:05
PM. Those Council Members present were James Burke, Jack Youmans, Whitley
Reynolds, Walter Crawford, Jason Buelterman and Richard Barrow. Also in attendance
were City Attorney, Edward Hughes, and City Manager, Bob Thomson. Mayor Parker
explained that this meeting was call to set the millage rate, review alcohol beverage
licenses, Chamber of Commerce, and Crawford wanted to discuss road paving.
City Manager Thomson explained that the millage rate is down from 4.71 to 4.17.
He said that assessments are up, and this levels the Homestead Exemptions. Burke
motioned for approval of 4.17 millage, Reynolds seconded. Vote was unanimous.
Crawford motioned for approval for Alcohol Beverage License for E.C. Burned,
for Scandals, 1518 Butler Avenue, Burke seconded. Vote was unanimous.
After some discussion as to the fee and correction on application, Burke motioned
for approval of Alcohol Beverage License for James E. Wilcoxon, Jr. for Las Palmas, 402
First Street. Crawford seconded, and vote was unanimous.
Mayor Parker said he had received a request from the Savannah Chamber of
Commerce to reduce the number of board members from 15 to 5 or 7 members. He said
some agree and some don't. Youmans suggested let members vote and decide. It was
also suggested that Council appoint members. Burke said he thought Youmans' idea was
a good one. We should find out what the merchants want. With 15 people, you get 15
different agendas. He said he didn't think they were doing a very good job for Tybee.
Crawford said Council should meet with Bill Hubbard, and the merchants. City Manager
Thomson is to set up meeting with as many attending as possible.
Mayor Parker said that the American Legion is planning to have a Memorial
Program in the park the evening of September 11, to honor those lost in the attack on the
World Trade Center, 2 years ago. This program is schedule at the same time as the City
Council Meeting, and Parker asked the Council members what they thought was the best
thing to do. Crawford motioned to cancel September 11, 2003 meeting and hear all
business at the September 25, 2003 meeting, Burke seconded. Vote was unanimous.
Crawford said he would like to discuss the continued "paving" of Solomon
Avenue and the drainage study. Thomson said he received the study the day before.
Parker said drainage was not on the agenda. Crawford asked about the drainage in the
14th and 15th Street parking lots. He said we received a bid in May. Parker and Hughes
both advised Crawford that this discussion would have to wait until the meeting on
September 25, 2003 because not being on tonight's agenda.
There being no further business, the meeting was adjourned.

R E S O L U T I O N
the fiscal year of the City of Tybee Island begins on
January 1 and ends on December 31; and
Title 3 of the Code of Ordinances for the City of Tybee
Island, Georgia, and specifically Section 3 -2 -11
provides in part that the millage rate for annual ad
valorem tax upon all real and personal property within
the City shall be established each year by Resolution
of the Mayor and Council; and
WHEREAS, the Mayor and Council desire to set the millage rate
for the year beginning January 1, 2003 and ending
December 31, 2003 in compliance with the terms of the
laws of Georgia and the Ordinances of this City;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
City of Tybee Island, in open meeting assembled, that the millage
rate of the iscal, year January 1, 2003 through December 31, 2003
be set at

The Tybee Island City council do hereby announce that the millage rate will be set at a meeting to be held at Tybee City Hall on Thursday August 30th at
7:00 o'clock. Pursuant to the requirements of O.C.G.A. 48 -5 -32 do hereby publish the following presentation of the current year's tax digest and levy along
with the history of the tax digest and levy for the past five years.
