AN ORDINANCE TO APPROPRIATE FROM ANTIRECESSI'ON FISCAL ASSISTANCE FUND.
WHEREAS, Public Law 94-369, Title II, Public Works Employment Act of
1976 was enacted July 22, 1976.
WHEREAS, the Federal Act and promulgated Federal regulations require
each local government to use its payments to maintain basic services
customarily provided and maintain levels of public employment.
WHEREAS, it has been determined it is now necessary to appropriate
more money than was appropriated in the annual budget.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the
following additional sums of money are hereby appropriated and ordered set
apart out of the Antirecession Fiscal Assistance Fund and for the purposes
herein specified, subject of the laws governing the same:

These funds are to be appropriated for the following project:
Park and Recreation Operating Budget,
Park Payroll, to fund, in part, the
amount decreased by action of the State
Board of Tax Commissioners at the annual
public budget hearing. The action was
necessary to bring the budget down to
the frozen levy.
SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the
State of Indiana governing emergency appropriations.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City January
»_ 1977 , at the hour of 7:30 P.M.
Councilman Carter presided with the following members present: Messrs.

The Clerk presented proof of publication of Notice to Taxpayers printed In the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of h and _
Said notices stated that a public hear ng would be held on the 1 th day o

Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Mills
moved the proof of publication and posting of notices be receive a`a" n�_or`�`�'ered
filed, seconded by Councilman Paust , and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3173-1977
Councilman Mills moved for engrossment of Ordinance No. 3173-1977,
seconded by Councilman Williams and on unanimous voice vote the motion was carried.
Councilman Mills moved to suspend the ruels and place Ordinance :No. 3173Y-1977
on third reading by title only, seconded by Councilman Paust.
After hearing all persons present, Ordinance No. _31 197" was placed on
final passage or rejection and on a call of the roll -the following was recorded:

PROPOSED ADDITIONAL APPROPRIATIONS
Notice is hereby given the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.PI., on 17th day of
January 19 77 will consider the following additional
appropriations in excess of iT--budget for the current year.
FEDERAL REVENUE ,SNARING TRUST FUND
SmaZZ dozer for use of Street Department, Park Department
and Maintenance Department $ 17,005.00
Mosquito Control of all areas of City:
Fogger $ 2,180.00
Insecticide $ 1,091.75
Tennant Sweeper, including Snow Brush and Bracket for Use
in Downtown Area $ 2,645.00

ANTIRECESSION FTSCAL ASSISTANCE FUND
Park and Recreation Operating Budget, Park Payroll, to
fund, in part, the amount decreased by action of the State
Board of Tax Commissioners at the annual public budget
hearing.The action was necessary to bring the budget
down to the f=,open levy.
TOTAL
Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.
