Box 88 20178 703. 777 -2420 Metro: 703-478-1821 FAX: 703-771-2727 www.leesburgva.gov The Town of Leesburg is pleased to submit these comments for the record regarding the proposed revision of magisterial districts in Loudoun County, which is being undertaken due to changes in population in the 2010 U.S. Census. On Nov. 18, the Town Council approved its 2011 Legislative Agenda. Item No. 18 refers to state Senate and House of Delegates redistricting as follows: The Town Council supports redistricting that ensures that the Town of Leesburg is wholly part of a single House of Delegates district and a single State Senate district. We therefore request the Board of Supervisors ensure that in magisterial redistricting, the Town of Leesburg is part of a single magisterial district known as "The Leesburg District." The town is a "community of interest" as defined by the Board's September redistricting guidelines. Should the population of the town be too large to be contained in "The Leesburg District," we request priority for placement in this District be given to precincts already in the current Leesburg magisterial district for the sake of continuity. We further support dividing whatever precincts are necessary to ensure that precincts are completely inside the Leesburg corporate limits, or completely outside, such that there are no precincts where only a portion of the voters are eligible to vote for Town officials. The Honorable Scott York, Chair February 11, 2011 Page Two We look forward to participating further and offering any assistance in this process and thank you for the opportunity to provide these comments. Very sincerely yours, l.• Kristen C. Umstattd, Mayor Town of Leesburg cc: Tim Hemstreet, Loudoun County Administrator
