WHEREAS, the Common Council of Richmond, Indiana, has adopted an Ordinance which sets forth certain rules and procedures of Common Council, which Ordinance is Ordinance No. 1796-1960; and Common Council desires to alter its rules to provide for more efficient operation of Common Council and to better inform the citizenry of Richmond as to the manner in which Common Council operates: NOW THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond, Indiana, as follows: SECTION 1. That Section 2.02 (a) of Ordinance No. 1796-1960 be, and the same hereby is, amenUed so that the same shall read as follows: 2.02 MEETINGS. (a) The regular meetings of Common Council shall be held on the first and third Mondays of each month, at 7:30 P.M., or at the hour set by Council. Members shall be seated in the following order: (1) Councilman, first district (2) Councilman, second district (3) Councilman, third district (4) Councilman, fourth district (S) Councilman, fifth district (6) Councilman, sixth district (7) Councilmen at large, in alphabetical order. SECTION 2. That Section 2.04 of Ordinance No. 1796-1960 be, and the same hereby is, amended so that the same shall read as follows: 2.04 CITY CLERK'S DUTIES. It shall be the duty of the City Clerk to keep an accurate journal of the proceedings of Council. He shall arrange a roll call of the members in the following form: (1) Councilman, first district (2) Councilman, second district (3) Councilman, third district (4) Councilman, fourth district (S) Councilman, fifth district (6) Councilman, sixth district (7) Councilmen at large, called in alphabetical order. He shall be responsible for the sending of an agenda and all necessary papers to Council members at least two (2) days preceding a Council meeting. SECTION 3. That paragraph 6 of Section 2.06 of Ordinance No. 1796-1960 be, and the same i�by is, amended so that the same shall read as follows: 2.06 RULE I. GENERAL RULES OF ORDER: QUORUM: CONWTTEES. ................ 6. (a) the standing committees of the Council shall be appointed by the President and shall consist of the following committees: 1. Transportation Committee. 2. Parks 4 Recreation Committee. 3. Public Safety Committee. 4. Community Development Committee. S. Public Works $ Sanitation Committee. 6. Community Service Committee. 7. Finance Committee. (b) The President shall appoint a member from Council to the following organizations: 1. Public Health Nursing Association, Board of Directors. 2. Reid Memorial Hospital Board of Trustees. (c) A member of Council shall be elected by Council to the City Plan Commission. SECTION 3. That paragraph 1 of Section 2.11 of Ordinance No. 1796-1960 be, and t ei� same hereby is, amended so that the same shall read as follows: RULE VI. ORDER OF BUSINESS. 1. The following order of business shall be observed by the Common Council at it's meetings: a. Call the meeting to order. b. Devotions c. Call of the roll and note absentees. d. Excuses for previous absences. e. Read and correct the journal of the previous meeting. f. Time for presenting of petitions, memorials or remonstrances, and introductions, motions, resolutions and etc. These must be in writing. g. Communication from the Mayor. h. Report of the Board of Public Works and Safety. i. Reports from the City Departments. j. Reports from other offices. k. Reports from Standing Committees in the following order: 1. Transportation Committee. 2. Parks and Recreation Committee. 3. Public Safety Committee. 4. Community Development Committee. 5. Public Works and Sanitation Committee. 6. Community Service Committee. 7. Finance Committee. 1. Report from special committees. m. Introduction of miscellaneous business. n. Introduction of Ordinances on first reading. o. Ordinances on second reading, and engrossment. p. Ordinances on third reading. q. Unfinished business. r. Order of the Day. SECTION 4. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor of the City of Richmond, Indiana.
