A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS
FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN
SPACE DISTRICT FOR THE 2 NI SUPERVISORIAL DISTRICT EXCESS
FUNDS PROGRAM FOR COMMUNITY CENTER EARLY CHILDHOOD,
DOLPHIN PARK, MILLS PARK AND STEVENSON PARK AND
APPROVES THE ADOPTION OF A YOUTH EMPLOYMENT PLAN
WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on
November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang
Prevention, Tree -Planting, Senior and Youth Recreation, Beach and Wildlife Protection (the
Propositions), which among other uses, provides ftinds to public agencies and nonprofit
organizations in the County for the purpose of acquiring and/or developing facilities and open
space for public recreation; and
WHEREAS, the Propositions also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing application for
grant funds under the Propositions, and
WHEREAS, the District's procedures require the City of Carson to certify, by resolution,
the approval of the application before submission of said application to the District; and
WHEREAS, said application contains assurances that the City of Carson must comply
with; and
WHEREAS, the City of Carson certifies, through this resolution, that the application is
approved for submission to the District; and
WHEREAS, the City of Carson will enter into an Agreement with the District to provide
funds for acquisition and development projects; and
WHEREAS, the District's procedures require the adoption of a Youth Employment Plan
for development projects by the governing body of the agency.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF CARSON HEREBY:
I . Approves the filing of an application with the Los Angeles County Regional Park
and Open Space District for Funds for the above, project; and
2. Certifies that the City of Carson understands the assurances and certification in
the application form; and

3. Certifies that the City of Carson has, or will have, sufficient funds to operate and
maintain the project in perpetuity; and
4. Certifies that the City of Carson will sign and return, within 30 days, both copies
of the project agreement sent by the District for authorizing signature; and
5. Approves the adoption of a Youth Employment Plan for the project (see
attached); and
6. Appoints the Director of Community Services, or designee, to conduct all
negotiations, and to execute and submit all documents including, but not limited to,
applications, agreements, amendments, payment requests and so forth, which may be
necessary for the completion of the aforementioned project.

SUBJECT: CONSIDER APPROVING THE SUBMISSION'OF AN APPLICATION FOR A LOS
ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT GRANT,
AND RESOLUTION NO. 14-053 AUTHORIZING THE SUBMISSION OF THE CITY
OF CARSON'S GRANT APPLICATION

SUMMARY
The City Council is asked to consider approving staffs request to submit an
application for a Los Angeles County Regional Park and Open Space District
grant (Exhibit No. 1). In addition, the City Council. is asked to approve Resolution
No. 14-053 that would formally authorize the submission of the City's application,
as well as approve the required youth employment plan (Exhibit No. 2).
RECOMMENDATION
TAKE the following action:
1. APPROVE staff s request to submit an application for a Los Angeles County
Regional Park and Open Space District grant.
2. WAIVE further reading and ADOPT Resolution No. 14-053, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, AUTHORIZING THE SUBMISSION OF AN
APPLICATION TO THE LOS ANGELES COUNTY REGIONAL PARK
AND OPEN SPACE DISTRICT FOR THE 2 ND SUPERVISORIAL
DISTRICT'S EXCESS FUNDS PROGRAM TO BE USED FOR
IMPROVEMENTS AT THE EARLY CHILDHOOD CENTER IN THE
CONGRESSWOMAN JUANITA MILLENDER-MCDONALD
COMMUNITY CENTER, DOLPHIN- PARK, MILLS PARK, AND
STEVENSON PARK, AND APPROVES THE ADOPTION OF A YOUTH
EMPLOYMENT PLAN."

IV. BACKGROUND
The Los Angeles County Regional Park and Open Space District was
created when voters approved Proposition A - Safe Neighborhood Parks Act in the
1992 general election. Proposition A authorized an annual assessment on parcels
