A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY, CALIFORNIA COMMENDING FRANK
G. BONELLI FOR OUTSTANDING SERVICE TO THE PEO-
PLE OF THE COUNTY OF LOS ANGELES.
WHEREAS, Frank G. Bonelli has continually led a stepped -
up program of Los Angeles County's legislative representation
in Sacramento during the past two legislative sessions, and
WHEREAS, Frank G. Bonelli conferred in Across - the -Table
meetings with the City Councils of each of the 34 cities in
his supervisorial district to ascertain the needs of County
services of that City, and
WHEREAS, Frank G. Bonelli has succeeded in getting work
done on federal contracts for improvement of any flood control
channels in the San Gabriel Valley, and
WHEREAS, Frank G. Bonelli spearheaded a successful cam-
paign for a County Bond Issue of $225 million to finance con-
struction of a network of storm drains throughout the County,
and
WHEREAS, twenty -seven much needed County projects in
his supervisorial district, including park improvements, de-
velopment of health centers and the construction of Sheriff's
stations and Court facilities, and
WHEREAS, Frank G. Bonelli devised a means of saving
County taxpayers $1/2 million in the construction of a health
center in Whittier by revising plans to qualify the project
for federal aid grants under the provisions of the Hill -
Burton Act, and
WHEREAS, Frank G. Bonelli secured use of an additional
$1,350,000 of gas tax road funds which had been earmarked for
the Dodger Baseball park in Chavez Ravine for the construction
of direly needed county roads in heavily populated areas, and
WHEREAS, Frank G. Bonelli proposed a revision in the
state formula for distribution of gas tax funds which would '
give Southern California more funds for highway construction
and secured the order of the Board of Supervisors to sponsor
such legislation, and
WHEREAS, Frank G. Bonelli urged State enactment of a
County sponsored bill to allow city and county governments
and school districts to tax possessory interest in defense
plant inventories which would result in a substantial addi-
tional revenue to local governments and subsequent savings to
small home -owner type taxpayers, and
WHEREAS, Frank G. Bonelli introduced a plan, now in
process, under which a new County jail, critically needed to
relieve present overcrowded jail conditions, will be construct-
ed with funds from the county employees retirement fund, pay-
able over a long range term, will be saving present day tax-
payers a proposed 14 cent increase in the tax rate, and
WHEREAS, Frank G. Bonelli took the lead in initiating
an engineering study on the location of a pilot plant for a

sea water conversion facility in Los Angeles County, the de-
velopment of which is now under consideration by the federal
government's office on saline water, and
WHEREAS, Frank G. Bonelli provided leadership for
speeding up joint studies by the Board of Supervisors and the
Metropolitan Transit Authority for development of a mass
rapid transit system for Los Angeles County, and
WHEREAS, Frank G. Bonelli initiated a Southern Califor-
nia Regional campaign for reapportionment of the California
State Senate to provide more adequate representation for
Southern California, and
WHEREAS, Frank G. Bonelli participated in the drafting
of a water legislative program which would provide adequate
water supply for Southern California and is now insisting
upon provisions for stronger guarantees of water rights for
Southern California to be placed in the water bill which has
since been amended,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY AS FOLLOWS:
That Frank G. Bonelli be and is hereby recognized for
his outstanding and meritorious service to the people of Los
Angeles County and in particular to the people of Temple City,
and
Be it further resolved that Frank G. Bonelli be named
the elected public servant of the year in Los Angeles County
for the year 1961.
The City Clerk is instructed to send a copy of this
resolution to such person or persons as shall aid and assist
Frank G. Bonelli to be named by proper proclamation the
elected public servant of the year in Los Angeles County by
all of the cities in the County of Los Angeles.
PASSED and ADOPTED by the City Council of the City of
Temple City at a regular meeting held this 12th day of March,
1962, by the following roll -call vote:
