Planning and Zoning Members present: Melvin Reeve, Tina Walls, and Steve Berner. Absent: Terry Richardson and Sandy Hudeophol. Also present: Mayor Potter, Councilmembers: Jim Bartels, Mike Ryan, and Karin Dils. Mike Knock, Greg Allen, Greg Schott, Doug Frederick, Tom Lawrence, Ed Cole,Ned and Ann Allen, Superintendent Craig Okerberg and approximately 20 other community members. Motion Reeve, second Walls to approve minutes and printed agenda. Ayes: Berner, Reeve and Walls. Motion carried. Mike Ryan explained new building plans for the Grace United Methodist Church. The church does not think that they will have any problem with setback requirements because of changes made in the plan. Doug Frederick provided Planning and Zoning Commission members with a new concept plan for the proposed"Tiffm Edge"that is located directly east of the MidAmerican substation. Question regarding a east west street across the plan. No water service could be expected to this area for a long period of time. Mr. Cole said this was a long term plan, and would expect many years before development of the area. Sewer lines will probably not follow the railroad tracks,but more likely the highway. Concern about children walking from this area along highway to school. Question regarding motivation for this heavy density residential use. It was supposed that the developer desired to make more money from the property. The new concept plan provides for no R-4 as the earlier plan, provides for more R-3 (eightplexes) and R-2.5 (fourplexes) than the previous plan. Commercial zoning is planned for along the highway. A new application for zoning will be submitted by C&L for this area. • Ann Allen asked if city wells could provide enough water in light of dropping water levels in the area. Johnita Langenburg explained that she has resided in the area for decades and asked who would be paying taxes for new schools, police and fire requirements when needed for these high density, low value, low tax areas. Mrs. Langenburg said that she knew she would be paying taxes, and asked Mr. Cole how long he had been living here. Commented that two 12 plexes behind the bank could not be sold at this time. No no need for more high density housing. No desire to look like North Liberty. Why a rush to make this decision?Work session on concept plan, park area, east-west street,trail shown on plan, buffer between commercial and residential areas.
