York Loudoun County Board of Supervisors I Harrison Street SE, 5`h Floor PO Box 7000 Leesburg, VA 20177 -7000 Re: Crosstrail Boulevard from Sycolin Road to Russell Branch Parkway Dear Cha' an York: The Town Council and I are very supportive of the construction of Crosstrail Boulevard between Sycolin Road and Russell Branch Parkway which completes the link to Route 7. This is a very important roadway in both the local and regional transportation networks. We understand that the preliminary design is underway for the full roadway and final design of a 4 -lane divided roadway is nearly completed for the section from Sycolin Road to the Phillip A. Bolen Park eastern boundary. Construction of this segment is scheduled for 2013 and 2014. However, no final design or construction scheduling is authorized for the segment between Phillip A. Bolen Park and Russell Branch Parkway. We also understand that the County has received a proposal from Dewberry, the design engineers, for final design for the section from Phillip A. Bolen Park to the connection at the existing end of Crosstrail Boulevard at Russell Branch Parkway which connects to Route 7. We strongly support approval of this proposal by the Board of Supervisors and the scheduling of construction of two lanes of Crosstrail Boulevard from Sycolin Road to Russell Branch Parkway. The Government Support Center Master Plan Steering Committee made this recommendation to the Board of Supervisors in the spring of 2011. The Steering Committee supported building two lanes as the quickest and most economical way of completing a connection of Crosstrail Boulevard to Route 7. We believe that building two lanes of Crosstrail Boulevard between Sycolin Road and Russell Branch Parkway will better serve the residents of Leesburg and Loudoun County than just the four lane sections currently proposed for construction. The Town Council and I respectfully request that the construction of a two lane first phase of Crosstrail Boulevard between Sycolin Road and Russell Branch Parkway take priority over construction of four lanes to the eastern boundary of Phillip A. Bolen Park. The two lane phase of Crosstrail Boulevard will have the positive impact of allowing traffic coming from the east a quicker and easier access to the Phillip A. Bolen Park and the Leesburg residents will be spared a dramatic traffic impact to their neighborhood. Traffic in the area of Sycolin Road and Crosstrail Hometown of the 216` Century Chairman Scott K. York November 28, 2012 Page 2 Boulevard will only increase in the future, especially with the completion of the Sycolin Road Overpass Bridge at the Route 7/15 Bypass in the Fall of 2014. The connection of Crosstrail Boulevard between Sycolin Road and Russell Branch Parkway will be an alternate route that provides relief for future traffic congestion. We understand that the current funding will need to be increased to support the project. This is a very critical road segment and deserves the highest priority for road construction funds by the County. Given the regional importance of this significant section of roadway, we would ask that funding for this roadway be established as soon as possible, and do not rely on proffers from an unapproved project that is inconsistent with the County's General Plan.
