Planning and Zoning members present: Steve Berner, Terry Richardson, Sandy Huedepohl, and Melvin Reeve. Absent: Tina Walls. Also present: Mayor Potter, Councilmember Bartels, Councilmember Dils,'Mr. and Mrs. Vie Zender, Mick Allen, Chris Justice,'and Mr. and Mrs. Ned Allen. Motion Richardson, second Huedepohl to approve'the printed minutes and agenda. Ayes: Berner, Reeve,,Huedepohl, Richardson. Absent: Walls. Motion carried. 5 d T Motion Huedepohl, second Richardson to recommend approval of an ordinance •amendment providing for increase of water and sewer main requirements in the subdivision ordinance and the city design standards as recommended by the city engineer and approved in resolution of November' 8, 2000. Ayes: "Richardson, Berner, Huedepohl, and Reeve. Absent: Walls. Motion carried. , Ed Cole and Jerry Strawn presented the new`concept plan changed from plans presented during the November 8, 2000 meeting of the city council There was no change m the ° concept plan for the north side of the highway. The south side including 6 lots of R-1, 99 lots of R-2, 8 lots of R-3 and 26 Lots of C-2 along Highway# 6 and the west boundary of the parcel. 4.74`Acres (including water retention area) = 8.6%of 54.92 Acre total on South portion for greenspace requirement of 5% (project no 00647.021) Mick Allen warned the members that the size of the subdivision would double the size of the city, and did the comission'desire to set these plans to approval when it was known that deve m lopment might not occur for three to five years in this location. Would it be better to wait and see'what city needs might be in a few years. He reminded the members that city services were'not in this"area. He`reminded members that the public had attended the last public'hearing and had submitted 300 petitions`against high density growth. Mick indicated that otherwise he did not think that these plans were bad. Berner pointed out that a lot of misinformation had gone out before the public hearing, he thought people had been worried about a concern about increased taxes. Also C#L Development recognizes that there is no time guarantee on provision of city utilities to the area. Developers also understand the lines must be extended by the developer to the area for connection to city service. Mick Allen asked why this matter needed to be decided now, rather than a later date. Berner explained he felt that this was part of planning growth for the city. Allen explained that this might not develop for another five., years. Huedepohl responded that 5 year's was not far ahead, and members were asked to plan for maybe 20 years'into the future: Huedepohl asked if there was some reason this should not be approved now?Allen responded: 1)no city planner 2)the plans has an excessive number of duplexes 3)---the plans is being requested too-quickly 4) the city is trying to guess what is needed 5) most townspeople do not want this development 6) erosion is an concern in Rolling Hills, and would it be here as well 7) fence a problem at Tiffin Planning and Zoning 12/6/2000 Page 2 Songbird, fencing problems here 8) mud a problem at Songbird, a problem here? 9) risk on the part of cityto'proceed. ;°' The city cannot afford a city planner , as well as many other.things,at this time The R-2 lots can also be developed as an'R-1 area. This development area has been under consideration since the early part of the summer. Berner said he did not feel rushed it a decision at this time. Huedepohl remarked that she had felt that the developers have tried to be diligent in their'attenipt to-consider the concerns of the city, and had tried'to the 4 utmost to create a plan that would be acceptable to city board members. 'Berner also noted that it was pretty much agreed that this area could not be readily used as an R-1 , area It was 'remarked that it did not appear that the school seemed to know'what it`= wanted for future planning-,,soo that even though the site would be optimal for expansive future school plans, such as recreational ball fields, there could be little case for holding the location'for the school. No official request has been filed with the city to protect the area in planning documents for school or educational use. There`is need to allow growth around the community to help control the per person cost of the presently completed , sewer plant and needed improvements_to city water system. Development has to proceed as the city-works on improving city utilities. „ T I. • City Engineer review was�received and notated increase to 80' ROW on north/south directional'streets in the plan and reminder that additional 20 feet is required along Hwy#6 &railway,t plans include trail system on one side of each street. �1 Motion Reeve, second Huedepohl to recommend approval of the concept plan to the city council for preliminary platting with attention to engineer review, requested notations and that the developer understand that in consideration of anticipated delay in start odf work_ , that construction standards be subject to the rules and'ordinances in effect at the time of , commencement work or development.
