A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, AUTHORIZING THE CITY OF CARSON'S
APPLICATION FOR THE CALIFORNIA DEPARTMENT OF
HOUSING AND COND4UN1TY DEVELOPMENT'S HOUSING -
RELATED PARKS GRANT
WHEREAS, the State of California, Department of Housing and Community
Development (Department) has issued a Notice of Funding Availability dated October 2, 2013
(NOFA), under its Housing -Related Parks (HRP) Program; and
WHEREAS, the City of Carson desires to apply for a HRP Program grant and submit
the 2013 Designated Program Year Application Package released by the Department for the
HR -P Program; and
WHEREAS, the Department is authorized to approve funding allocations for the HRP
Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application
Package and Standard Agreement.
NOW, THEREFORE, BE IT RESOLVED THAT:
I . The City of Carson's application is hereby authorized, and staff is directed to
apply for and submit to the Department the HRP Program Application Package released
October 2013 for the 2013 Designated Program Year. If the application is approved, the
Applicant is hereby authorized and directed to entire into, execute, and deliver a State of
California Standard Agreement (Standard Agreement), and any and all other documents
required or deemed necessary or appropriate to secure the HRP Program Grant from the
Department, and all amendments thereto (collectively, the "HRP Grant Documents").
2. The applicant shall be subject to the terms and conditions as specified in the
Standard Agreement. Funds are to be used for allowable capital asset project expenditures to
be identified in Exhibit A of the Standard Agreement. The application in ftill is incorporated
as part of the Standard Agreement. Any and all activities funded, information provided, and
timelines represented in the application are enforceable through the Standard Agreement.
Applicant hereby agrees to use the funds for eligible capital asset(s) in the manner presented
in the application as approved by the Department and in accordance with the NOFA and
Program Guidelines and Application Package.
3. That the City Manager or his designee is authorized to execute in the name of
the Applicant the HRP Program Application Package and the HRP Grant Documents as
required by the Department of the participation in the HRP Program.

SUBJECT: CONSIDER APPROVING RESOLUTION NO. 14-005 AUTHORIZING THE CITY OF
CARSON'S APPLICATION FOR THE HOUSING -RELATED PARKS GRANT

SUMMARY
Staff is requesting the City Council's authorization to submit an application for the
California Department of Housing and Community Development's Housing -
Related Parks Grant.
RECOMMENDATION
TAKE the following actions:
I . WAIVE further reading and ADOPT Resolution No. 14-005, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, AUTHORIZING THE CITY OF CARSON'S APPLICATION
FOR THE CALIFORNIA DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT'S HOUSING -RELATED PARKS
GRANT."
2. DIRECT staff to transmit an executed copy of the resolution to
the California Department of Housing and Community Development.

TAKE another action the City Council deems appropriate.
IV. BACKGROUND
Tonight, staff is requesting the City Council's authorization to apply for the
California Department of Housing and Community Development's Housing -
Related Grants Program. This grant rewards jurisidictions that approve housing
affordable to lower-income households and are in compliance with State housing
element law. Funds are awarded on a per -bedroom basis for each residential unit
affordable to very low- and low-income households. Grant monies must be used
for parks and recreation projects that benefit the community and add to the quality
of life.
Should the City's application be approved, staff anticipates receiving
approximately $93,000-00 from the State. These funds funds will be used for
improvements at Carson Park Pool: New energy efficient lighting, a tankless
water heater, a solar thermal hot water system, and a new pool pump. to
City of Carson
