A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, APPROVING THE CITY'S APPLICATION AND YOUTH
EMPLOYMENT PLAN FOR THE SECOND SUPERVISORIAL DISTRICT'S
2014 COMPETITIVE EXCESS FUNDS GRANT PROGRAM FROM THE LOS
ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR
RENOVATIONS AT SEVERAL CITY FACILITIES
WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on
November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang
Prevention, Tree -Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the
Propositions), which, among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of acquiring and/or developing facilities and open
space for public recreation; and
WHEREAS, the Propositions also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing applications for
grant funds under the Propositions; and
WHEREAS, the District's procedures require the City of Carson to certify, by resolution,
the approval of the application before submission of said application to the District; and
WHEREAS, said application form contains assurances that the City of Carson must
comply with; and
WHEREAS, the City of Carson certifies, through this resolution, that the application is
approved for submission to the District; and
WHEREAS, the City of Carson will enter into an Agreement with the District to provide
funds for acquisition and development projects; and
WHEREAS, the District's procedures require the adoption of a Youth Employment Plan
for development projects by the governing body of the agency.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF CARSON DOES
HEREBY:
1. Approves the filing of an application with the Los Angeles County Regional District
for Funds for the above project; and
2. Certifies that the City of Carson understands the assurances and certifications in the
application form; and

3. Certifies that the City of Carson has, or will have, sufficient funds to operate and
maintain the project in perpetuity; and
4. Certifies that the City of Carson will sign and return, within 30 days, both copies of
the project agreement sent by the District for authorizing signature; and
5. Approves the adoption of a Youth Employment Plan for the project; and
6. Authorizes the City Manager, or his designee, to conduct all negotiations, and to
execute and submit all documents including, but not limited to, applications,
agreements, amendments, payment requests and so forth, which may be necessary for
the completion of the afore mentioned project.

SUBJECT: CONSIDER ACCEPTING THE LOS ANGELES COUNTY REGIONAL PARK AND
OPEN SPACE DISTRICT'S COMPETITIVE EXCESS FUNDS GRANT

SUMMARY
Earlier this month, staff was informed that the City of Carson had been awarded a
grant in the amount of $375,000-00 from the Los Angeles County Regional Park
and Open Space District through its Competitive Excess Funds Grant Program
(Exhibit No. 1). The funds will be used to renovate the Early Childhood Education
facility located at the Congresswoman Juanita Millender-McDonald Community
Center at Carson, Dolphin Park, Mills Park, and Stevenson Park. Tonight, the
City Council is asked to consider accepting the grant and adopt Resolution No.
14-093 (Exhibit No. 2) that will authorize the filing of the City's grant application.
RECOM TEN )ATION
TAKE the following actions:
I . ACCEPT the $375,000.00 Excess Funds grant from the Los Angeles County
Regional Park and Open Space District.
2. DEPOSIT the $375,000 in grant funds into account number
22-00-999-658 4518.
3. WAIVE further reading and ADOPT Resolution No. 14-093, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, APPROVING THE CITY'S APPLICATION AND YOUTH
EMPLOYMENT PLAN FOR THE SECOND SUPERVISORIAL
DISTRICT'S 2014 COMPETITIVE EXCESS FUNDS GRANT PROGRAM
FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN
SPACE DISTRICT FOR RENOVATIONS AT SEVERAL CITY
FACILITIES."

TAKE another action the City Council deems appropriate.
IV. BACKGROUND
Several months ago, the Los Angeles County Regional Park and Open Space
District issued a Request for Proposal (RFP) for projects associated with providing
alternative activities for at -risk youth. The City of Carson submitted a proposal

for funding to be used to renovate several City facilities. The projects detailed in
the proposal are as follows:
• Congresswoman Juanita Millender-McDonald Community Center at Carson -
Early Childhood Education area: Installation of flooring for four classrooms,
$90,231.00.
• Dolphin Park: Installation of flooring, lighting, ceiling tiles, painting, and
kitchen refurbishment, $165,000.00.
Mills Park: Installation of flooring, $26,769.00.
Stevenson Park (North Building): Installation of flooring, painting, and
kitchen refurbishment, $93,000.00.
On September 16, 2014, staff was notified that the Los Angeles County Regional
Park and Open Space District had awarded the City of Carson an Excess Fund
grant in the amount $375,000-00. At tonight's meeting, the City Council is asked
to consider accepting the funds and adopt Resolution No. 14-093. Upon
acceptance of the City Council, these funds will be received in and expended out
of Fund 22 -Los Angeles County District Park Grant Fund.
V. FISCAL IMPACT
Should the City Council accept the grant, the funds will be deposited into account
no. 22-00-999-658-4518. These funds have been appropriated and included in the
adopted budget of Fund 22.

2014 COMPETITIVE EXCESS FUNDS GRANT PROGRAM
Congratulationsl Los Angeles County Second District Supervisor Mark Ridley-Thomas
has selected your "At -Risk -Youth Facility" project proposal for funding, in the amount of
$375,000 as part of his 2014 Competitive Excess Funds Grant Program.
Soon you will be contacted by Program Manager LaTrina Hancock of the Regional Park
and Open Space District to begin processing a Grant Projed Agreement (Agreement).
Please note that only those costs incurred on or after formal approval of the grant
allocation and award by the -entire Board of Supervisors, anticipated sometime in the
coming months, will be eligible for reimbursement. In addition, funds will only become
available for reimbursement against eligible project costs when the Agreement is
executed.
