Absent Van Heiden. Motion by Nielsen second by Lindaman to approve the Minutes of the July regular meeting. All ayes, carried. Motion by Lindaman second by Buseman to approve the Treasurer’s Report for July. All ayes, carried. Motion by Van Hauen second by Buseman to approve the following bills for payment. Karen Mennenga, Library Director, presented information on the library building project and continuing issues with the architect. Council Member Lindaman introduced the Resolution 08-2009-01 a Resolution to fix a date for a public hearing on a loan agreement in a principal amount not to exceed $125,000 for the purpose of paying the cost of constructing a street and storm sewer improvements seconded by Buseman. After due consideration the Mayor put the question upon the adoption of said resolution. Roll call of votes. All ayes, carried. The public hearing will be held September 8, 2009 at 7:00 p.m. at City Hall. Council Member Van Hauen introduced the Resolution 08-2009-02 a Resolution to fix a date for a public hearing on a loan agreement in a principal amount payable solely from pledges of funds to be donated to the City in a principal amount not to exceed $400,000 for the purpose of paying the cost of constructing, equipping and furnishing a municipal library seconded by Nielsen. After due consideration the Mayor put the question upon the adoption of said resolution. Roll call of votes. All ayes, carried. The public hearing will be held September 8, 2009 at 7:00 p.m. at City Hall. Rodney Kolthoff, Fire Chief, presented information regarding increasing the number of EMT’s allowed on the Fire Department. The new EMT’s would not be considered Fire Personnel, thus saving the city the cost of turn out gear. City Clerk to discuss ordinance change with the City Attorney. The Wellsburg Swimming Pool will close for the season on August 23, 2009. Motion by Buseman to repair the Dolphin swimming pool vacuum, second by Van Hauen. All ayes, carried. Motion by Nielsen second by Van Hauen to approve a building permit for Grainway. All ayes, carried. Motion by Lindaman second by Van Hauen to approve a Liquor License for the Wellsburg Tap.
