HomeMy Public PortalAboutResolution 62-195RESOLUTION NO. 62 -195 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT POWERS AGREEMENT WITH THE COUNTY OF LOS ANGELES AND LEASE AGREEMENTS A PART THEREOF RE- LATING TO CONSTRUCTION OF A LIBRARY BUILD- ING BY THE CITY OF TEMPLE CITY TO BE LEASED TO THE COUNTY OF LOS ANGELES WITH OPTION TO PURCHASE AND UPON LEASE OF THE NEW LIBRARY BUILDING THE CITY TO LEASE EXISTING LIBRARY STRUCTURE FROM THE COUNTY OF LOS ANGELES AS CITY HALL, WITH OPTION TO PURCHASE WHEREAS, an adequate library in the City of Temple City is a vital and necessary ingredient to the educational and social welfare of the City of Temple City, and WHEREAS, the present library maintained by the County of Los Angeles is below the standard required to best serve the people of Temple City, and WHEREAS, the County of Los Angeles desires to improve its library facility in Temple City to as to properly serve the people of Temple City, and WHEREAS, a means has been provided by the laws of the State of California to enable the County of Los Angeles and the City of Temple City to enter into Joint Powers Agreements to accomplish worthy projects, such as the creation of a new library facility for the City of Temple City, and WHEREAS, the City Council has fully considered a Joint Powers Agreement wherein and whereby the City of Temple City will erect a new library building and lease same to the County of Los Angeles with the County of Los Angeles having the option to purchase same upon acquiring financial ability so to do, which financial ability is expected to occur in the 1963 -64 County library budget, and WHEREAS, the City of Temple City is operating the Administra- tive Functions of the City of Temple City in temporary rented space, and WHEREAS, upon the erection and occupancy of the proposed new library buildine the City shall have the right to lease, with option to purchase, the present library building, and WHEREAS, the present library building will provide the City of Temple City with its own City Hall on an economical basis, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1, The Mayor and the City Clerk are hereby authoriz- ed and directed to execute that certain Joint Powers Agreement attach- ed hereto, marked Exhibit A, and made a part hereof as though set forth in full, and to further execute both of the lease documents which are a part of said Joint Powers Agreement and which are attached to the said Joint Powers Agreement as Exhibits "A" and "B ". SECTION 2, The Mayor and City Clerk are further authorized to make and execute any modifications or corrections to each and all of the agreements referenced in Section 1 so long as same do not sub- stantially vary the terms of same. -1- 252 SECTION 3. The City Council does hereby expressly find that the execution of the Joint Powers Agreement and agreements referenced therein is for the best interests of the people of Temple City, providing among other things the creation of a necessary, proper and adequate library facility and at the same time making available a City Hall as required for the proper administration of the affairs of the City of Temple City. SECTION 4. The City Manager shall forthwith upon the execution of the Joint Powers Agreement by both parties take such further steps as shall be required to furnish the City Council with information so as to enable completion of the total project therein set forth at the earliest possible date.
