MINUTES OF BOARD OF REVIEW, APRIL 3, 1990 Thomas Anderson stated that Tomahawk Tr. should not be considered a barrier for the 300 ft. radius for determining land values adjacent to the landfill. Moved by Anderson, seconded by Theis to approve minutes of Board of Review meeting according to the following list of properties plus any others within 300 ft. of Woodlake landfill, including those east of Tomahawk Tr.: David Christianson, 07-118-23 41 0001, 07-118-23 41 0002, 07-118-23 41 003; Ralph Miller, 08-118-23 32 0001; also those within 300 ft. of Compeat Inc.: Robert Clark, 02-118-23 31 0003; Tracy Johnson, 02-118-23 41 0001; Donald Nielsen, 02-118-23 41 0002; Duane Tinderholm, 02-118-23 41 0003; Emil Jubert, 02-118-23 43 0001 Motion declared carried 3. MINUTES OF APRIL 3, 1990, REGULAR MEETING Moved by Schmit, seconded by Scherer to approve minutes of April 3, 1990 as presented. Motion declared carried 4. MEDINA HISTORY Thomas Anderson explained that he, Jim Dillman and Jim Roehl had met to discuss writing a history of Medina. He asked if councilmembers were agreeable to creating a fund for donations which would be used to compile the book and he suggested that Western Hennepin Pioneers Museum be asked of pay Jim Roehl to do the work, as the city contributes each year to the museum. Jim Roehl YPported on cost of either a hard cover or soft cover book and the number of copies that should.be printed. Thomas Anderson discussed writing letters to individuals, organizations and businesses to solicit donations to pay for the printing. Moved by Scherer, seconded by Schmit to proceed with a Medina history and set up a fund for donations to pay for the printing and publishing. Motion declared carried 5. EARTH DAY TREE PLANTING Thomas Anderson reported that a tree planting ceremony would be held on Saturday, April 21st at noon, with the first tree donated by Orlo Eisinger being planted in honor of pioneer, Peter Scherer. He stated that Holy Name School was also presenting an Earth Day flag to the city on that day and a short program would be held at noon. Jim Dillman stated that Holy Name School students would also be picking up the roadsides on that day and that someone should be at city hall to help prepare the lunch. 6. POLICE DEPARTMENT Office Assistant Anne Theis explained that Susan Hansen moved in June or July. The department ment. Moved by Theis, seconded by Scherer to Motion declared carried had agreed to work in the police office until she would then have enough time to find a suitable replace - hire Susan Hansen at $7.00 per hour, until June or July. 7. PUBLIC WORKS DEPARTMENT Parking Lot and Landscaping Glenn Cook presented a parking lot expansion plan for city ahll with an estimated cost of of $11,500 for fabric, gravel base and asphalt. Council reviewed the plan and the landscape plan from Otten Bros. nursery. Thomas Anderson suggested that there be a 10 ft. divider between the two parking areas and a 22 ft. turn -around between lanes. Moved by Schmit, seconded by Theis to approve the parking and landscape plan for city hall, including lighting, with a 10 ft. middle island and an additional width of two feet. Motion. declared carried Hamel Well # 4 Glenn Cook reported that the radon level at the test well adjacent to the Medina Ballroom is at 5.4% with 55 being the maximum acceptable level. He stated that the Hamel area is not a good source for water but this well is 800 ft. deep, in Hinckley formation, and would pump 1500 gpm. He suggested that Well # 4 be abandoned for the time being and that the pump and column pipe on Well # 3 be replaced to increase capacity to 150 gpm. Moved by schmit, seconded by scherer to approve upgrading of Hamel Well by replacing pump and column pipe to increase pumping capacity from 90 gpm to 150 gpm, at a cost of $10,000. Motion declared carried Jim Dillman stated that if a sensor were installed at the new water tower the amount of water in the tower would be measured and would send information back to the well via a telephone hookup. Thomas Anderson asked that quotes on a sensor be secured. Hunter Dr./Elm Creek Dr., Street Light Moved by Theis, seconded by scherer to install a street light at Hunter Dr. and Elm Creek Dr. Motion declared carried *CONSENT AGENDA * Hans Hagen Subdivision, street lights Moved by Theis, seconded by Scherer to approve the street light plan, consisting of four lights, in the Cherry Hill Subdivision. Motion declared carried * Earth Day Proclamation Moved by Theis, seconded by Scherer to adopt Resolution 90-18, proclaiming April 22nd as Earth Day in Medina. Motion declared carried Stop/Yield Signs Thomas Anderson asked if Yield signs could be installed in most of the locations, suggested by the Public Works and Police Departments, rather than Stop Signs. He stated that any road onto Co. Rd. 24 and onto Hamel Rd. in the industrial area of Hamel could have stop signs. Stephen Schmit asked if the city assumes more liability if stop signs are not installed. Moved by Anderson, seconded by Theis to adopt Resolution 9-19, approving stop signs to be placed at roads intersecting with Co. Rd. 24 and Kilkenny Ln. at Hamel Rd. and that all others on the list have Yield signs installed. Motion declared carried * Water Meter Charges Moved by Theis, seconded by Scherer to increase the price of a water meter to $100. Motion declared carried 8. PLANNING AND ZONING DEPARTMENT Jack Machula, Conditional Use Permit Moved by Theis, seconded by Scherer to adopt Resolution 90-20, approving the Conditional Use Permit for Jack Machula to construct an industrial building on Lot 4, Block 2, Medina Industrial Addition. Motion declared carried Doug Wall/Joe Malchow, Lot line rearrangement Moved by Theis, seconded by Scherer to adopt Resolution 90-21, approving the lot line rearrangement of Lot 4, Block 8, Independence Beach, for Doug Wall and Joe Malchow. Motion declared carried * Gladys Schlosser, Preliminary Subdivision Moved by Theis, seconded by Scherer to adopt Resolution 90-22, granting preliminary sub- division approval to Gladys Schlosser for 72+ acres on Chippewa Rd. Motion declared carried Planned Unit Development Ordinance Ron Batty stated that the discussion at the April 3rd meeting concerned the acreage question and if 5 acre minimums should should be included in all districts (sewered-nonsewered; residential/commercial.) Robert Mitchell stated that 5 acres in the Commercial/Industrial areas would be acceptable to him but he questioned the unsewered areas and if the acreage should be increased to 10-20 acres minimums. Stephen Schmit stated that soil types dictate subdivisions. Robert Mitchell stated that someone with a large parcel with a wamp could present a plan for many homes clustered in a small area, adjacent to that swamp. Moved by Mitchell, seconded by Scherer to adopt Ordinance #244, Planned Unit Development ordinance with 10 acre minimums in unsewered residential zones, 5 acre minimums in sewered residential zones and 5 acre minimums in sewered and unsewered commercial/industrial areas; and add "easement" to Item j, Page 3. Motion declared carried Evergreen Rd. Cul de Sac Vacation Ron Batty explained that there had been some question about how the_EverSreen Rd. cul de sac had been acquired and that review of the record indicated that it had been dedicated to the city by the owners and not purchased by the city, at the time that Evergreen rd. was con- structed. He stated that it would be appropriate for the council to vacate the cul de sac and transfer to the abutting owner, if they wished to do so. Moved by Schmit, seconded by Mitchell to adopt Resolution 90-23, vacating Evergreen Rd. cul de sac. Motion declared carried Abstaining -Anderson Landspreading Loren Kohnen asked that council decide the amount of fees and security deposits that should be charged for applicants wishing to put yard waste on their property. He stated that Dave Christianson, 4072 Hamel Rd. had made application for 6 acres and he had charged them $100 which is the amount for a land alteration permit, plus a security deposit of $100 per acre. Council discussed how other cities are handling landspreading; tonnage per acre and the cost to clean up a site if work is not done properly, plus how much time is needed for inspecting a site Moved by Mitchell, seconded by Theis to charge a $250 application fee, plus $1000 per acre for a financial guaranty, for small projects and a higher fee for larger parcels with the Christianson permit to remain as issued. Motion declared carried 9. PAYMENT OF BILLS Moved by Scherer, seconded by Theis to pay the bills; Order Checks # 8546-8553 in the amount of $6121,77 and Payroll Checks # 11514-11534 in the amount of $13,934.73.
